1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海洋石油工程股份有限公司（以下简称“招标人”）委托，现邀请合格投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co.,Ltd.(hereinafter called “Tendering Agent”), for and on behalf of China Offshore Oil Engineering Co., Ltd (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment and service：

货物名称：16寸水下球阀（设计寿命：20年；适用水深：87米；适用环境温度：17~31.4℃；最大工作压力：11.5MPa；操作接口形式：16〞，ROV操作的齿轮箱，ISO13628-8；性能要求：覆盖本项目阀门的API 6A PR2报告和证书）。

Name of Goods: 16” Subsea Valve（Design Life: 20 Years； Water Depth: 87m；Ambient temperature: 17~31.4℃；Working pressure: 11.5Mpa；Operation: 16〞, ROV actuated gearbox, ISO13628-8；Performance Requirements: API 6A PR2 report and certificate covering the valve of this project）

Delivery Schedule:

关境外提供的货物，合同签订后34周内交货。

Goods provided outside the customs shall be delivered within 34 weeks after the signing of the contract.

关境内提供的货物，合同签订后38周内到达天津市滨海新区临港经济区渤海二十六路1661号特种设备分公司 临港库房。

For goods offered from within PRC customs territory: the goods shall be arrived at 1661, 26 Bohai Road, Lingang Economic Zone, Binhai New Area, Tianjin Special Equipment Company Lingang warehouse wihtin 34 weeks  after contract signed.

 

2．业绩和资格要求：

References and Qualification requirement:

1）资质要求：

 Qualification requirement:

A. 投标人必须是具有独立法人资格的水下球阀（16"）制造商或代理商。

独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证或三证合一营业执照等。关境外投标人应提供有效的独立法人证明，以证明投标人具有独立法人资格。

Bidder shall be manufacturer or authorized agent designated by manufacturer with the qualification of independent legal entity of Subsea Ball Valve（16"）.

Bidder from within the PRCCustoms Territory shall provide valid business license, Organization CodeCertificate and tax registration certificate or integrated business license combined above three certificates. Bidder from outside the PRC CustomsTerritory shall provide valid independent legal entity certificate.

B. 代理商要求：如果投标人所投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书。

If the goods is not manufactured by bidder, the bidder shall obtain the only legal official authority of the manufacturer that the bidder could provide the goods for the bid in China.

2）业绩要求：

 Requirementsof performance:

（1） 投标人应提供所投产品制造商在2011年1月1日至投标截止日期间水下项目的销售业绩，业绩中应至少包括1台同时满足以下3项要求的阀门：1）16寸及以上水下球阀，2）压力等级不少于1500LB，3）应用水深（海底环境）不少于90m。

The Bidder should provide the concerned products manufacturer in January 1, 2011 solstice during the bidding deadline, underwater project sales performance should include at least 1 in valve at the same time, meet the requirements of the following three: 1) more than 16 inches and underwater ball valve, 2) the pressure rating of not less than 1500 lb, 3) application of water depth (the bottom of the ocean environment) not less than 90 m.

（2）业绩证明文件包括但不限于：相应合同复印件，投标人所提交的业绩证明文件必须至少体现以下内容：货物名称、签约时间、使用环境（海底环境）、技术要求（包括：尺寸、磅级、水深)。如业绩证明文件（销售合同复印件（含相关技术附件））中未能完全体现上述要求的信息的，则投标人可提供用户签章的用户证明文件进行补充证明。用户证明文件仍无法体现上述信息的，将视为无效业绩。

The performance certification documents shall include but not limited to: the performance list and the copy of the corresponding contract. The performance certification documents submitted by the bidder shall at least reflect the following contents: the name of the goods, the use environment, and the technical requirements (including: size、pound class、water depth).Such as performance certificate (the copy of the sales contract (including the technical annex)) failed to fully reflect the requirements of the goods name, use environment, technical requirements (include: size、class 、depth), the bidder shall provide valid documents or certificates (including but not limited to the corresponding performance contract bidding documents, bidding documents, user documentation, etc.)

提供虚假投标资料的（包括但不限于业绩、资质、财务等方面），经评标委员会核实认定涉嫌造假的，取消本次投标资格，扣罚投标保证金，海油工程库内供应商冻结 6 个月，海油工程库外供应商两年内不允许进入海油工程合格供应商库且不得在海油工程相关公开招标项目中选用。

If the bidder provides false bidding materials (including but not limited to performance, qualification, finance and other aspects), and the bid evaluation committee verifies that the bidder is suspected of fraud, the bid qualification shall be cancelled, the bid security shall be deducted, the suppliers in the COOEC Vender Listshall be frozen for 6 months, and the suppliers outside the COOEC Vender List shall not be accepted into the COOEC Vender List and not be  selected in any COOEC’s public bidding project within two years.

 

3）质量要求：制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。代理商投标时应提供所代理的产品制造商的在有效期内ISO证书。认证范围应至少包含生产或制造范围。境内制造商的质量管理体系认证应在中国国家认证认可监督管理委员会网站（http//www.cnca.gov.cn/）核实，无法核实的视为无效证书。

Manufacturershall have the ISO9001 quality management system certification and the certificate is valid. The agent shall have the ISO certificate of the productmanufacturer. The scope of certification shall at least include producing or manufacturing. The quality management system certification provided by the bidder from within the PRC Customs Territory shall be verified on the website of China National Certification and Accreditation Administration (http://www.cnca.gov.cn/). It will be rejected if the certification cannot be verified on the website.

（4）资质证书：投标方须具有API 6DSS证书，并在投标文件中提供

Qualification certificates：The tenderer shall have effective API 6DSS certificate, and the certificates shall be provided in the tenderer bidding document.

（5）资质证书及性能要求：投标人须在投标时提供覆盖本项目阀门（覆盖内容包括阀门尺寸、压力等级、温度等级、性能等级等信息）的API 6A PR2报告和证书

Qualification certificates And Performance Requirements：The tenderer shall have API 6A PR2 report and certificate covering the valves（Coverage includes valve size, pressure grade, temperature grade, performance grade and other information） of this project，The API 6A PR2 report and certificate shall be provided in the tenderer bidding document.

（6）其它事宜：

投标截止时间前已进口的货物（不接受）The Bidder shall provide the detailed manpower arrangement for on-site commissioning, For goods already imported prior to the deadline for submission of bids（not allowed）

投标人拟自行进口后销售后招标人的货物（不接受）Goods that the bidder intends to import by itself and then sell it to the Tenderee after import （not allowed）

业主保留按ITP要求直接从中国派遣第三方检验人员对任一重要质量控制点（如阀门主要胚件生产厂、阀门主要部件加工厂、阀门部件组装厂、阀门测试厂等）进行见证性检验的权利。

The purchaser reserves the right to send third-party inspector from China to witness inspection of any important quality control point(such as valve main roughcast manufacture plant,valve main parts manufacture plant, valve main parts assembly plant, valvetesting plant and so on) according to the ITP.

 

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从 2021年6月7日开始至2021年 6月15 日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在中国国际招标网（http://www.chinabidding.com/）注册成功并通过平台审核。

   The interested Bidders may obtain the bidding document by following method: Pleaselogin at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page ofI nvitation for bid for purchasing Bidding document from .June 7th, 2021 to June 15th, 2021. For the first time of login, a registration (free of charge) isneeded and only after successful registration, Bidder can purchase Biddingdocuments online. The whole purchasing process must be operated onlineand offline payment will not beaccepted. After successful payment of RMB 2000.00 or USD300.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible tobid. In addition, the bidder need to succeed in the China international bidding nets (http://www.chinabidding.com/) registered and through the platform review.

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2021年6月29日9:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层会议室，在此时间后收到的投标文件恕不接受。

Bids must be delivered to Meeting Room of CNOOC Tower, No. 6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing 100027, P.R. China for submission of bids before 9:30 a.m. (Beijing time) on June 29th, 2021. Any bidbeyond the required time and date shall besubject for rejection.

5．开标时间：定于2021年6月29日9:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。

    Bid-opening place time:Bids will be opened in the presence of bidders representatives who choose to attend at 9:30a.m.(Beijing time)on June 29,2021.

6．开标地点：北京市东城区东直门外小街6号海油大厦4层会议室。
