中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）东海西湖石油天然气作业公司委托，邀请合格投标人就宁波终端改扩建二期项目的下列全新货物和有关服务进行国际公开招标，现邀请投标人对下列货物和服务提交密封投标：

1.招标条件

项目概况：根据总体开发规划，新建 1 套天然气处理装置，主要设施包括天然气脱水单元、天然气制冷单元、天然气分馏单元等，处理能力为 380×104m3 /d，操作弹性 80%～120%；新建 1 套 100×104m3 /d 处理规模的天然气烃露点控制单元；扩建一台 7MW 燃驱外输压缩机；2500m3轻烃球罐一座等。

资金到位或资金来源落实情况：已落实。

项目已具备招标条件的说明：已具备。

 

2.招标内容

货物名称：轨道球阀

数量：16套

交货期：

中华人民共和国关境外提供的货物： 合同签订后22周（提单发货时间）；

中华人民共和国关境内提供的货物：合同签订后24周（货到项目现场时间）。

交货地点：

从中华人民共和国关境内提供的货物：浙江省宁波市北仑区春晓镇 

从中华人民共和国关境外提供的货物: CIF宁波港

 

主要技术参数：进气压力5.5Mpa（最大）、温度范围7-280℃，用于天然气脱水单元。

 

3.对投标人的资格和业绩要求：

 

（1）资格要求

 

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；如果投标人为境外注册公司，需提供有效的公司登记注册证明。

B.投标人在投标时应提供所供产品在有效期内的ISO 15848-1 CO3认证

C．是否允许代理商投标：国内产品不允许代理商投标，境外产品接受代理商投标。

境外产品使用代理商投标时，投标人应得到本次投标所投产品境外制造商的同意，并提供该产品的合法唯一代理授权书。

D. 是否接受联合体投标：否

E. 财务要求：

   境内投标人须提供与其名称一致的2019-2021年度经审计的财务报表（其中包括审计报告、资产负债表、利润表及现金流量表）。

   境外投标人如没有经审计的财务报表，须提供与其名称一致的、本公司盖章或签字认可的2019-2021年度财务报表（其中包括资产负债表、利润表及现金流量表）。

F. 投标人应具备并提供阀门有效期内的API6D认证证书。

G. 本次采办轨道球阀（含附属设备）应适用于海洋环境下，投标人应安排进行第三方检验，并承诺从COOOSO授权的认证机构之一（CCS、ABS、DNV和BV）获得阀门整体的最终检验证书。

H.未领购招标文件是否可以参加投标:不可以

 

（2）业绩要求：

2012年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应具有至少1项在天然气开发或天然气加工或石油天然气化工项目轨道球阀的供货业绩，且满足阀门尺寸不小于10英寸及操作温度不低于280℃。上述业绩中天然气开发指海上平台或陆地油气田；天然气加工指天然气处理终端厂或接收站；石油天然气化工指炼油化工或天然气为原料的化肥厂或天然气为原料甲醇厂。

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收证明文件。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、供货数量、尺寸、温度、最终用户名称及到货验收证明。未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称、供货数量、尺寸、温度、最终用户名称及到货验收证明的，均视为无效业绩。

投标人所提供的轨道球阀应为制造商的标准产品，新试制产品不予接受。投标人须向买方提供新的未使用过的设备。

CNCCC International Tendering Co., Ltd.(hereinafter called “Tendering Agent”), for and on behalf of The East China Sea Xihu Oil&Gas Operating Company (hereinafter called"Purchaser") invites sealed bids from eligible bidders for the supply of following equipment for Ningbo TERMINAL RECONSTRUCTION& EXPANSION(phase II ):

1. Bidding Conditions

Project Summary： Ningbo Terminal Reconstruction and Expansion (Phase II) Project which is located in Beilun District, Ningbo , Zhejiang, covering an area of 298000m2, and has been constructed and put into operation in November 2005. According to the overall development plan, 1 set of natural gas processing units will be built, and the main facilities include natural gas dehydration unit, natural gas refrigeration unit, natural gas fractionation unit, etc., and the processing capacity will achieve 380×104m3 /d, and the operating flexibility is 80%~120%; 1 new set of 100×104m3 /d natural gas hydrocarbon dew point control unit will be built; a 7MW Gas Turbine Driven Gas Compressor will be expanded; 2500m3 light hydrocarbon sphere will be built, etc.

2. Bidding Contents

Name of Goods: MOLECULAR SIEVE VALVE

Qty: 16 SETS.

 

Delivery Schedule: For goods offered from outside PRC customs territory: 22 weeks after signing the contract (arrival date to the job site); For goods offered from within PRC customs territory: 24 weeks after signing the contract (departure date on Bill of Lading).

Destination of delivery：

For goods offered from within PRC customs territory: Chunxiao Town, Beilun District, Ningbo Zhejiang Province P.R. China

For goods offered from outside PRC customs territory: CIF Ningbo port

 

Main technical parameters: intake pressure 5.5Mpa (maximum), temperature range 7-280℃, used for natural gas dehydration unit.

 

3. Requirements for Qualification and reference of Bidder:

（1）Requirements for Qualification of Bidder

A. The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. The bidder shall provide ISO 15848-1 CO3 certification of the supplied product at the period of validity .

C. Whether agent bidding is allowed: Agents are not allowed to bid for domestic products, and overseas products accept agent bidding.

 When using agents for overseas products to bid, the bidder shall obtain the consent of the overseas manufacturer of the products invested in this bidding and provide the legal and sole agentauthorization of the product.

D. Joint Venture: Not Accepted

E.Financial requirements：

The domestic bidders shall provide the audited financial statements (including the audit report, balance sheet, profit statement and cash flow statement) of the year 2019-2021, which are consistent with their name.

  For foreign bidders, if no audited financial statements, the bidder shall provide annual financial statements of 2019-2021(including balance sheet, income statement and cash flow statement), which are consistent with their    name,with company’s seal or signature.

F. The bidder shall have and provide the API6D certificate within the validity period.

G. The procurement of molecular sieve valve (including auxiliary equipment) shall be applicable in the Marine environment. The Bidder shall undertake the third party inspection and obtain the final inspection certificate of the valves from one of the certification bodies authorized by COOOSO (CCS，ABS, DNV and BV ).

H.Whether unsolicited solicitation documents can participate in tendering: No.

(2) Requirement for Bidder's reference:

From Jan 1st., 2012 to the bidding deadline (subject to the time of contract signing), the manufacturer of the bidder's product shall have at least one track ball valve supply performance in natural gas development or natural gas processing or oil and gas chemical projects, and meet the valve size of not less than 10 inches and the operating temperature of not less than 280 °C. In the above performance,Natural gas development to offshore platforms or onshore oil and gas fields; Natural gas processing refers to natural gas processing terminal plants or receiving stations; Oil and gas chemical industry refers to a chemical fertilizer plant with refining chemicals or natural gas as raw materials or a natural gas as raw material methanol plant.

5)The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods . The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing Contract, Name of  Manufacturer, Name of Goods, Name of Project,Quantity of Supply,Size,Temperature ,End user name and arrival acceptance certificate.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate  Date of signing Contract, Name of  Manufacturer, Name of Goods, Name of Project, Quantity of Supply,Size,Temperature ,End user name and arrival acceptance certificate, shall be deemed as invalid performance.

The orbital ball valve provided by the bidder should be the manufacturer's standard product, and the new trial product will not be accepted. The bidder shall provide the buyer with new unused equipment.
