1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油宁波大榭石化有限公司（以下称为“招标人”）委托，就大榭石化炼化一体化项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Co., Ltd(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under Refining and Chemical Integration Project of CNOOC Ningbo Daxie Petrochemical LTD by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.对投标人的资格和业绩要求：
Requirements for Qualification and reference of Bidder:
（1）资格要求:
Requirements for Qulification of Bidder:
投标人应为投标所报货物的制造商或者是授权代理商，代理商应提供制造商同意其在本次投标中提供该货物的正式授权书（见第一册格式IV-9-4）。
The bidder shall be the manufacturer or authorized agent of the bidded goods.The agent shall provide the Letter of Authority from manufacturer to agree to bid the goods in this Bid (see Form-IV-9-4 in Volum One).
如果投标人为境内注册公司，投标人具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；
If the Bidder is domestic registered company The bidder shall have the legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license.
The scanned copy of the original shall be provided during bidding (the original copy for reference).；
如果投标人为境外注册公司，需提供有效的公司登记注册证明。
If the bidder is an overseas registered company, it shall provide valid company registration certificate.
投标人所投产品的制造商须同时具备有效的GB/T19001（ISO9001）质量体系认证证书、GB/T24001（ISO14001）环境管理体系认证证书、GB/T28001(OHSAS18001)或GB/T45001 (ISO45001) 职业健康管理体系认证证书，并可在中国国家认证认可监督管理委员会网站(http://www.cnca.gov.cn/)核实。如果有国家相关部门发布的最新体系标准，以最新体系标准为准。
The manufacturer of the bid product shall also have valid GB/T19001 (ISO9001) Quality System Certification, GB/T24001 (ISO14001) Environmental Management System Certification, GB/T28001(OHSAS18001) or GB/T45001 (ISO45001) Occupational Health Management System Certification Certificate, and can be verified on the Certification and Accreditation Administration of China Website
(http://www.cnca.gov.cn/). If there are the latest system standards issued by the relevant departments of the State, the latest system standards shall prevail.
阀门型式试验报告，覆盖本标段所有轨道球阀的尺寸和公称压力。
Valve Report of Type Tests, which shall including the size and nominal pressure of all the Orbit Ball Valves in the bid .
（2）业绩要求：
Requirement for Bidder’s reference:
2012年1月1日至投标截止日（合同签署时间），投标人所投产品应具有应用于国内石油化工项目不低于10MPa加氢装置的轨道球阀销售合同业绩，单个合同的轨道球阀数量不少于15台，且合同中包含不少于2台DN≥300mm、公称压力≥1500LB的轨道球阀。
From January 1, 2012 to the bid deadline date (contract signing time), the bidder's submitted products shall have the sales contract performance of track ball valves applied to domestic petrochemical projects with no less than 10MPa hydrogenation units, and the number of track ball valves in a single contract shall be no less than 15 sets. In addition, the contract shall include at least two sets of track ball valves with DN≥300mm and nominal pressure ≥1500LB.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含相关技术附件，至少体现以下内容：合同首页、签字页、合同签署时间、项目名称（石化化工项目）、装置名称（不低于10MPa加氢装置）、货物名称（轨道球阀）、供货数量、尺寸和公称压力，并提供货物验收证明。未提交业绩证明文件，或所提供的业绩证明文件未体现上述信息的，均视为无效业绩。
The bidder shall submit the performance form in the prescribed format and the relevant performance proof documents. The performance certification documents shall include but not limited to: copies of the sales contract (including relevant technical attachments), showing at least the following contents: the first page of the contract, the signature page, the signing time of the contract, the name of the project (petrochemical and chemical engineering project), the name of the device (no less than 10MPa hydrogenation device), the name of the goods (track ball valve), the supply quantity, size and nominal pressure, and the acceptance certificate of the goods. Failure to submit performance proof documents, or the provided performance proof documents do not reflect the above information, shall be deemed as invalid performance.
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for Bid for purchasing Bidding document from Nov.29, 2022 to Dec6, 2022. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 200.00 or USD 30.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2022年12月27日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦四层会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District,Beijing100027, P. R. China at or before 9:30 am (Beijing Time) on Dec.27 2022. Any bid beyond the required time and date shall be subject for rejection.
