1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海油惠州石化有限公司（以下称为“招标人”）委托，就中海油惠州石化有限公司2200万吨/年炼油产品结构优化及质量升级项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Huizhou Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 22,000 KTA Refinery Product Structure Optimization and Quality Upgrade Project of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

境内货物：合同签订后25周（货到项目现场时间）

For goods within the PRC customs territory：within 25 weeks after signing the contract (arrival date to the jobsite)

境外货物: 合同签订后25周（提单发货时间）

For goods outside the PRC customs territory: within 25 weeks after signing the contract (departure date on the Bill of Lading)

交货地点Destination of delivery：

境内货物：大亚湾石化区项目现场

For goods within the PRC customs territory: Project Site in Daya Bay Petrochemical Zone

境外货物：CIF中国深圳盐田港

For goods outside the PRC customs territory: CIF Yantian Seaport, Shenzhen, P. R. China

 

2.对投标人的资格、业绩和主要技术规格：

Requirements for Qualification and performance and Technology of Bidder:

（1）资格要求

Requirements for Qulification of Bidder

  a.投标人应为所投货物的制造商或授权代理商。如果投标人是代理商，则须提供制造商有效授权书。

The bidder shall be the manufacturer or agent of bid goods. If the bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer.

b.如果投标人为境内注册公司，需提供有效的营业执照（具备独立法人资格）、一般纳税人证明/税务登记证、组织机构代码证复印件，并加盖公章（以上所有证明文件在年审有效期内）；

If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate shall be provided(all documents within the validity period)

c.如果投标人为境外注册公司，需提供有效的公司登记注册证明；

If the bidder is an overseas registered company, it shall provide valid company registration certificate;

d.财务要求：境内投标人须提供与其名称一致的2017-2019年度经审计的财务报表（其中包括审计报告、资产负债表、利润表及现金流量表）；境外投标人如没有经审计的财务报表，须提供与其名称一致的、本公司盖章或签字认可的2017-2019年度财务报表（其中包括资产负债表、利润表及现金流量表）：

Financial requirements： The domestic bidders shall provide the audited financial statements (including the audit report, balance sheet, profit statement and cash flow statement) of the year 2017-2019, which are consistent with their name.

  For foreign bidders, if no audited financial statements, the bidder shall provide annual financial statements of 2017-2019 (including balance sheet, income statement and cash flow statement), which are consistent with their name,with company’s seal or signature.

（2）业绩要求：

Requirement for Bidder_EpSingleQuotes_s performance:

  投标货物的制造商或代理商应具有至少1项重整和至少1项芳烃铠装多点柔性热电偶的销售合同业绩，或类似装置工况反应器铠装多点柔性热电偶销售合同业绩。合同签署日期为2009年1月1日至2019年12月31日。

投标人必须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：无价销售合同复印件以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署日期、买卖双方签名或盖章、装置名称和设备名称。 未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签署日期、装置名称及设备名称等均视为无效业绩。

     The manufacturer or agent of bid goods shall have at least 1 contract of Multi-Point Thermocouple sales performance used in Reforming plant and at least 1 contract of Multi-Point Thermocouple sales performance used PX plant. There may be sales contract performance of armored multi-point flexible thermocouple for reactor under similar device conditions.The contract shall be signed between June 1, 2009 and December 31, 2019.

Bidder shall furnish performance List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of un-priced sales contract (including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstrate the contents as follows: Contract Signature Date, Plant Name and Equipment Name .If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Contract Signature Date, Plant Name, Equipment Name and Equipment Name , the relevant reference will be deemed unvalid.

(3)主要技术规格

Main technical specifications:

铠装多点柔性热电偶必须有ISO9001质量体系认证，多点热电偶必须提供产品整体的由第三方机构出具的不低于SIL2证书，不接受自我申明证书。

 The manufacturer’s armored multi-point flexible thermocouple must have ISO9001 quality system certification, Thermocouples must provide a No less than SIL2 certificate issued by a third-party organization for the entire product. Self-declaration certificates are not accepted.

 

3.有兴趣的投标人可通过以下方式获取招标文件：从2021年2月9日开始至2021年2月22日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from February 9, 2021 to February 22, 2021. For the first time of login, a registration (free ofcharge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.

 

4．投标文件递交截止时间和地点：2021年3月3日9：00时，必联网（http://www.ebnew.com）或机电产品招标投标电子交易平台（http://www.chinabidding.com）。

Bids must be delivered to http://www.ebnew.com or http://www.chinabidding.com for submission of bids before 9:00 a.m. (Beijing time) on  March 3, 2021. Any bid beyond the required time and date shall be subject for rejection.

5．开标时间：定于2021年3月3日9:00时（北京时间）开标。

   Bid-opening place time: Bids will be opened  at 9:00 a.m (Beijing time) on  March 3, 2020.

6．开标地点：必联网（http://www.ebnew.com）或机电产品招标投标电子交易平台（http://www.chinabidding.com）。
