中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就渤中19-6气田II期开发项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of BZ19-6 ConDENSATE GAS FIELD PHASE Ⅱ DEVELOPMENT by Internatioive Bnal Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

渤中19-6气田Ⅱ期开发项目新建3座无人井口平台（BZ19-6 WHPE、BZ19-6 WHPF、BZ19-6 WHPG），并对中心处理平台BZ19-6 CEPA和滨州终端进行适应性改造。

   Project Summary：

Three unmanned wellhead platforms (BZ19-6 WHPE, BZ19-6 WHPF, and BZ19-6 WHPG) will be built for the Phase II development project of Bozhong 19-6 Gas Field, and the central processing platform BZ19-6 CEPA and Binzhou terminal will be adapted.

   主要技术规格：

   参数：单台流量35万标方/天，进口压力115KPaA，出口压力3MPaA，含级间冷却器。

   Main Specifications:

   Displacement：The flow of a single unit is 350000m3 / day, the inlet pressure is 115KPA, and the outlet pressure is 3mpaa, including interstage cooler.

  

交货期：2024年3月25日（国内）或2024年3月10日（进口）

    Delivery Schedule: On or before Aarch.25th, 2024(From within PRC)

                   On or before Aarch.10th, 2024(From outside PRC)

从中华人民共和国关境内提供的货物：2024年3月25日前（货到项目现场时间）

For goods offered from within PRC customs territory: before Aarch.25th, 2024 (arrival date to the job site)

3. 对投标人的资格和业绩要求：

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

 

 

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

 

 

B．（不接受代理）

投标人应为二氧化碳压缩机的制造商或其授权的成橇商。本次招标不接受代理商投标。

1）投标人以自己制造的压缩机参与投标的，不能再将此压缩机同时授权给其他投标人参与投标，否则相关的所有投标将被拒绝。

2）投标人作为成撬商投标的，应得到压缩机制造商的同意以及证明其在本次投标中唯一正式授权书。

3）投标人将被授权的压缩机再授权给其他投标人同时参与投标，相关的所有投标将被拒绝。

B. The Tenderer shall be the manufacturer of carbon dioxide compressor or its authorized skid manufacturer. Agent bidding is not accepted in this bidding.

1)If the bidder participates in the bidding with its own compressor, it cannot authorize the compressor to other bidders at the same time, and all relevant bids will be rejected.

2)If the bidder submits a bid as a skid supplier, it shall obtain the consent of the compressor manufacturer and the only formal authorization to prove that it is in this bid.

3)The bidder will authorize the authorized compressor to other bidders to participate in the bidding at the same time, and all relevant bids will be rejected.

（3）业绩要求Requirement for Bidder's reference:

1) 二氧化碳压缩机橇应满足《海上固定平台安全规则》的要求。投标人应委托海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, DNV,CCS，BV）对二氧化碳压缩机橇进行检验并获得检验证书。

The carbon dioxide compressor skid shall meet the requirements of safety rules for offshore fixed platforms. The tenderer shall entrust the classification society (ABS, DNV, CCS, BV) recognized by the offshore oil operation safety office (COOOSO) to inspect the whole carbon dioxide compressor unit and obtain the inspection certificate.

2）投标人应为二氧化碳压缩机的制造商或其授权的成橇商。投标人所投的二氧化碳压缩机应为制造厂家的成熟产品，买方不接受新试制产品。二氧化碳压缩机制造商应提供至少2台套（限2013年1月1日之后签订的合同，处理量≥40×104 Sm3/d，出口压力≥3MPaA）石油石化项目中的二氧化碳离心压缩机供货业绩，并提供相应的业绩证明文件（业绩证明文件指：1）合同和2）到货验收材料或调试验收报告或使用方出具的有效证明文件）。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、处理量≥40×104 Sm3/d、出口压力≥3MPaA及到货验收材料。未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称、处理量≥40×104 Sm3/d、出口压力≥3MPaA及到货验收材料的，均视为无效业绩。为核实投标人业绩，在授予合同前招标人有权要求投标人进一步提供相关证明资料，包括但不限于发票、银行进账单/流水单、进出口报关单据等。投标人无法提供相关材料的，将视为无效业绩。

The Tenderer shall be the manufacturer of carbon dioxide compressor skid or its authorized skid manufacturer. The carbon dioxide compressor tendered by the Tenderer shall be the mature product of the manufacturer, and the Buyer will not accept the new trial product. The manufacturer of carbon dioxide compressor shall provide at least 2 sets (limited to the contract signed after January 1, 2013, and the processing capacity≥40×104 Sm3/d, outlet pressure≥3MPaA) supply performance of carbon dioxide centrifugal compressor in petroleum and petrochemical projects, and provide corresponding performance certification documents (performance certification documents refer to: 1) contract and 2) arrival acceptance materials or commissioning acceptance report or valid certification documents issued by the user). The performance certification documents submitted by the Tenderer must at least reflect the following contents: contract signing time, manufacturer name, goods name, project name, processing capacity≥40×104 Sm3/d, outlet pressure≥3MPaA and arrival acceptance materials. No performance certification documents are submitted, or the performance certification documents provided cannot reflect the contract signing time, manufacturer name, goods name, project name, processing capacity≥40×104 Sm3/d, outlet pressure≥3MPaA and arrival acceptance materials shall be deemed as invalid performance. In order to verify the performance of the Tenderer, the Tenderee has the right to require the Tenderer to further provide relevant supporting materials before awarding the contract, including but not limited to invoices, bank receipts/flow sheets, import and export customs declaration documents, etc. If the Tenderer fails to provide relevant materials, it will be deemed as invalid performance.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from 1 March, 2023 to 8 March 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself.
