中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就 液相色谱质谱联用仪设备采办 项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of  Procurement of liquid chromatography-mass spectrometry equipment by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  招标条件

Project Summary：This project aims to strengthen scientific research work such as organic matter analysis of formation fluids, composition analysis of inflow fluids, and analysis of output fluids, focusing on improving the basic theoretical research and technological innovation capabilities in this field.

资金到位或资金来源落实情况：已落实。

1)配备独立ESI源，质谱灵敏度ESI源正离子方式：1pg 利血平，MRM（609 →195）,信噪比S/N>500000:1（RMS）；ESI负离子方式:1pg 氯霉素信噪比>500000:1（RMS）。

2)配备APCI离子源：1pg利血平柱上进样，m/z 609→195，信噪比≥50000:1（RMS）。

3)质量轴稳定性：≤±0.1 amu/24小时 (不同分辨率、不同扫描速率下、全质量数范围)。

4)SRM扫描速度：最大可达600 SRMs/秒；确保无交叉污染。

5)正负离子切换速度：≤5 ms；SRM最小驻留时间：≤1 ms。

6)质量分析器质量数范围：2-3000 Da，Q1和Q3均要求达到。

7)具有真空隔断阀设计，离子传输管在移去、进行超声清洗维护时质谱系统不用卸真空，可快速更换。

8)共轭双曲面四极杆扫描速度：≥15000 amu/s。

 

1)Equipped with an independent ESI source, mass spectrometry sensitivity ESI source positive ion method: 1pg reserpine, MRM (609 → 195), signal-to-noise ratio S/N>500000:1 (RMS); ESI negative ion method: 1pg chloramphenicol signal-to-noise ratio>500000:1 (RMS).

2)Equipped with APCI ion source: Injection on a 1pg reserpine column, m/z 609 → 195, signal-to-noise ratio ≥ 50000:1 (RMS).    

3)Mass axis stability: ≤±0.1 amu/24 hours (different resolutions, different scanning rates, full mass number range).

4)SRM scanning speed: up to 600 SRMs/second; Ensure no cross contamination.

5)Switching speed of positive and negative ions: ≤5 ms; SRM minimum dwell time: ≤ 1 ms.

6)The mass number range of the quality analyzer: 2-3000 Da, both Q1 and Q3 are required to meet.

7)Equipped with a vacuum isolation valve design, the mass spectrometry system does not need to unload the vacuum when removing and performing ultrasonic cleaning maintenance on the ion transfer tube, which can be quickly replaced.

8)Scanning speed of conjugate hyperboloid quadrupole: ≥ 15000 amu/s.

3. 对投标人的资格和业绩要求：

（1）资格要求 

Requirements for Qualification of Bidder

 

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

 

 

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

 

B. 制造商应通过ISO9001（或GB/T19001）质量体系认证。投标人须提供制造商有效的质量体系认证证书；

B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.

 

C．投标人应为所投货物的制造商或代理商。

如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。

If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

（2）业绩要求Requirement for Bidder's reference:
2020年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应具有至少2个液相色谱质谱联用仪设备供货合同的供货业绩，且均满足 业绩产品品牌和型号与投标产品一致 。

From January 1th, 2020 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder shall have at least 2 supply contracts for Liquid Chromatograph-Mass Spectrometer equipment supply performance, and the brand and model of the performance product are consistent with the bidding product.

 

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、业绩产品品牌和型号与投标产品一致 及到货验收材料。

 

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, the brand and model of the performance product are consistent with the bidding product and receiving certificate of arrival of goods.

未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、 业绩产品品牌和型号与投标产品一致 及到货验收材料的，均视为无效业绩。 

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, the brand and model of the performance product are consistent with the bidding product and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from June 26th 2023 to July 3rd 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.The selling fee for the bidding documents is used for printing and mailing the bidding documents.
