中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海油石化工程有限公司（以下称为“招标人”）委托，就浙江LNG三期项目接收站工程所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engingeer Co.,Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of ZHEJIANG LNG Phase III Project Terminal Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

项目概况：浙江LNG三期项目位于浙江省宁波市北仑区郭巨街道穿山北公鹅咀地块，西侧为已运营的浙江LNG一期工程和二期工程项目。项目建设规模为600万吨/年：其中气态外输450万吨/年，液态外输150万吨/年，同步将光明码头改造为LNG专用码头。新建6座27万方LNG储罐，其中LNG管道与浙江LNG一、二期项目预留管道接口联通，同时配套气化设施、公辅设施等。

Project Summary：Project overview and financial nature: ZHEJIANG LNG Phase III Project Terminal Project is located in the Chuanshan North Gongezui plot of Guoju Street, Beilun District, Ningbo City, Zhejiang Province. To the west are the already operational Zhejiang LNG Phase I and Phase II projects. The construction scale of the project is 6 million tons/year: including 4.5 million tons/year for gas export and 1.5 million tons/year for liquid export, and the Guangming Terminal will be transformed into a dedicated LNG terminal simultaneously. Build 6 new 270000 square meter LNG storage tanks, with LNG pipelines connected to the reserved pipeline interfaces of Zhejiang LNG Phase I and Phase II projects, as well as supporting gasification facilities, public and auxiliary facilities, etc.

3. 对投标人的资格和业绩要求：

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照复印件；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A．The bidder within the customs territory shall provide photocopies of valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

 

B．从中华人民共和国关境内制造的货物：投标人只能为投标设备的制造商。

For goods manufactured within PRC customs territory: Bidders can only be the manufacturers of the bidding equipment.

从中华人民共和国关境外制造的货物:投标人可为投标设备的制造商或授权代理商。

For goods manufactured outside PRC customs territory: Bidders can be the manufacturers or Authorized Agents of the bidding equipment.

 

如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。

If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

（2）资质要求及证明文件

Requirements of Qualification of Bidder and Certificate

 

投标人应提供投标产品制造商有效认证证书复印件，证书认证的制造商名称应与其所提供业绩的制造商、此次投标货物的制造商一致。

The bidder shall provide copies of the certifications of the manufacturer when bidding. And the name of the certificates shall be the same with the manufacture of References and the manufacture of the bidding Goods.

 

投标产品国内制造商应在投标时提供TS 证书(特种设备生产许可证)和覆盖投标产品范围【阀门类型（球阀）、温度 (-196℃)、口径及磅级】的 TSX 证书(特种设备型式试验证书)。投标产品国外制造商应和国内制造商同样提供上述证明文件，如投标人在投标时无法提供国外制造商的TS证书，需在投标时提供书面承诺函，承诺内容为: 供货前提供阀门原产地证明和 2024 年 5月 31 前提供 TS 证书 (特种设备生产许可证)，承诺函格式详见附件17。

Domestic manufacturers of bidding products should provide a TS certificate (Special Equipment Production License) and a TSX certificate (Special Equipment Type Test Certificate) covering the scope of the bidding product [valve type(ball valve), temperature (-196 ℃), diameter, and scale] when bidding. The foreign manufacturer of the bidding product should provide the same certification documents as the domestic manufacturer. If the bidder is unable to provide the TS certificate of the foreign manufacturer during the bidding process, a written commitment letter must be provided during the bidding process. The commitment content is to provide the certificate of origin of the valve before supply and the TS certificate (special equipment production license) before May 31, 2024. The format of the commitment letter is shown in Annex 17.

 

（3）业绩要求Requirement for Bidder's reference:
自2010年1月1日起至投标截止日（以合同签署时间为准），投标人所投产品应在中国境内具有不少于2个LNG接收站或具有接收站性质的（即满足GB51156-2015液化天然气接收站工程设计规范）调峰站项目(需提供满足GB51156-2015液化天然气接收站工程设计规范2.0.2液化天然气接收站:对船运液化天然气进行接收、储存、气化和外输等作业的场站要素的证明材料,证明材料通过国家发改委、省级发改委、政府网站、项目业主官网等官方网站查询，以加盖公章的截图形式提供）的供货业绩（要求2个项目业绩，同一项目提供多个合同视为一个业绩），且其中至少一个业绩须包含3台16寸及以上且磅级≥CL1500的低温或超低温球阀。

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同【或】销售订单【框架协议下的订单（需提供主框架协议）】复印件（含相关技术附件）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、供货数量、规格型号（口径及磅级）、到货验收材料。如提供的是调峰站业绩，投标人还需提供调峰站（满足GB51156-2015液化天然气接收站工程设计规范2.0.2液化天然气接收站：对船运液化天然气进行接收、储存、气化和外输等作业的场站）要素的证明材料，证明材料通过国家发改委、省级发改委、政府网站、项目业主官网等官方网站查询，以加盖公章的截图形式提供。未提交业绩证明文件，或所提供的业绩证明文件未体现上述信息的，均视为无效业绩。

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract [or] sales order [under framework agreement (main framework agreement required)] (including relevant technical attachments) and 2) Receiving certificate of arrival of goods. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, manufacturer name, goods name, project name, supply quantity, specifications and models (caliber and pound class), arrival and acceptance materials. If the performance of the peak loading station is provided, the bidder shall also provide the peak loading station (meet GB51156-2015 LNG receiving station engineering design specification 2.0.2 LNG Receiving Station: The certification materials of the elements of receiving, storing, gasification and exporting liquefied natural gas by ship shall be available through the official websites of the National Development and Reform Commission, the provincial development and Reform Commission, the government website, the project owner's official website and other official websites, and shall be provided in the form of screenshots stamped with the official seal. Failure to submit performance documentation, or the performance documentation provided does not reflect the above information, shall be regarded as invalid performance.

（4）其他要求及证明文件

投标人应提供投标产品制造商以下两类有效认证证书复印件，所有证书认证的制造商名称应与其所提供业绩的制造商、此次投标货物的制造商一致。

The bidder shall provide copies of the two type certifications of the manufacturer when bidding. And the name of the certificates shall be the same with the manufacture of References and the manufacture of the bidding Goods.

 

A.投标产品制造商应具有国际或国内认证机构颁发的覆盖投标产品范围【阀门类型（球阀）、口径及磅级】的 API607 或 API6FA 或 ISO10497 或BS EN 12266或同等标准的防火证书，并附相应的测试报告。

A. The bidding product manufacturer shall have a fire prevention certificate issued by an international or domestic certification agency covering the scope of the bidding product [valve type (ball valve), caliber and pound class], which is API607 or API6FA or ISO10497 or BS EN 12266 or equivalent standards, and shall attach corresponding test reports.

 

B.阀门必须具备可靠的外密封性能，应至少达到 ISO 15848-1 的要求。投标产品制造商应具有覆盖本次招标范围【阀门类型（球阀）、温度、口径及磅级】的 ISO 15848 PART 1 证书，并附相应的测试报告。

B. The valves must have a reliable external seal performance and should meet at least the requirements of ISO 15848-1. The manufacturer of the bid product shall have an ISO 15848 PART 1 certificate covering the scope of this tender [valve type (ball valve), temperature, caliber and pound class], and attach the corresponding test report.

 

4. 有兴趣的投标人可通过以下方式获取招标文件：从2023年11月30日开始至2023年12月07日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为200元人民币，售后不退。如未在系统中购买招标文件，不可参加投标。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from November 30, 2023 to December 07, 2023. For the first time of login, aregistration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The who lepurchasing process must be operated online and off line payment will not be accepted. After successful payment of RMB200.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid. 

 

5．投标文件递交截止时间和方式：所有投标文件都应附有按规定提交的投标保证金，并于2023年12月21日上午09:30（北京时间）前递交到北京市东城区东直门外小街6号海油大厦4层会议室。在此时间后收到的投标文件恕不接受。

本项目为纸质标，招标文件投标资料表如下内容以本公告为准。

This project is a paper bid, the following contents of the bidding document and the bidding data sheet shall be subject to this announcement.date shall be subject for rejection.

17.1：投标人应提交纸质投标文件正本一份，副本两份，可编辑和不可编辑的电子介质投标文件一份（U盘）。每套投标文件须清楚地标明“正本”或“副本”。若副本与正本不符，以正本为准。当电子介质的投标文件与纸质的投标文件不符时，以纸质投标文件为准。
The bidder shall submit one (1) original, two (2) copies paper bid documents, clearly marking with “ORIGINAL” or “COPY” and one (1) editable and uneditable electronic version (USB Disk). In the event of any discrepancy between “ORIGINAL” version and “COPY” version, the “ORIGINAL” version shall govern. 增加17.4：装订要求：
Binding requirement:
1. 使用A4纸（个别较大的图表可用A3纸编制）左侧装订，用不褪色的材料打印和/或复印，使用不可拆卸装订；

2. 投标文件应按照本第六章第9.2条中的目录次序装订，并编制目录；

3．投标文件从正文第一页开始连续、逐页编页码（包括无任何内容的页），并与目录相对应；
The Bid documents should be paginated from the beginning of text, page by page (including the non-content pages), and should be in accordance with the Table of contents;

4. 同一册内容较多，可装订成若干分册，并在封面表明次序及册数；
For more content in the same volume, the document can be bound into several volumes, and the order and the volume numbers should be marked on the cover;
5. 投标文件正本与副本应分别装订成册，正本和副本的封面上应清楚地标记“正本”或“副本”字样；

18.1：投标文件应分为商务标、技术标、开标一览表、投标保证金和投标文件电子版五部分，并分别装入不同的信封密封，且信封的封面及标书封面必须清楚注明标书的种类“商务”“技术”“开标一览表”“投标保证金”“投标文件电子版”。
投标文件右上角必须清楚标注“正本”和“副本”字样。电子文件必须包含完整的商务标书和技术标书，内含可编辑（WORD或EXCEL等）和不可编辑（PDF等）两种版本文件。
