中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就东方13-2CEPB平台增加压缩机模块项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited.(hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of Dongfang 13-2CEPB Platform Additional Compressor Module Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

项目概况：东方 13-2 CEPB平台是一座 8 腿导管架中心平台。本项目需要在东方 13-2CEPB 增加 3台湿气预压缩机、3台湿气压缩机、1台干气压缩机，并对相关配套设施进行改造。

Project Summary：The Dongfang 13-2 CEPB platform is an 8-leg jacket center platform. The project requires adding 3 wet gas pre-compressors, 3 wet gas compressors and 1 dry gas compressor in Dongfang 13-2CEPB, and the related supporting facilities are reformed.

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

Requirements of Qualification of Bidder and Certificate

A．国内产品：投标人须具有《中华人民共和国特种设备生产许可证》，且证书在有效期内。其中许可类别为压力管道元件制造；许可等级为压力管道阀门（金属阀门）(A1、B)。并提供有效的特种设备型式试验证书（压力管道元件）且证书批准范围涵盖本次招标范围。投标时需提供证书原件扫描件（原件备查）并可在全国或省级特种设备公示信息查询平台核实。

A．Domestic products:The bidder must have the Special Equipment Production License of the China, and the certificate is within the validity period. The licensing category is the manufacturing of pressure pipeline components; The permission level is for pressure pipeline valves (metal valves) (A1,B). Besides provided a effectual special equipment type test certificate (pressure pipeline components),And the scope of the certificate is covered by the scope of the tender.The original scan of the certificate shall be provided in the tender(original reference)，It can be verified by the national special equipment public information query platform.

 

B．国外产品：投标产品的制造商应当取得压力管道阀门的《中华人民共和国特种设备生产许可证》，并通过型式试验和制造监督检验（或者进口安全性能监督检验），且证书批准范围涵盖本次招标范围。过渡期内（2024年5月31日之前）未取得上述证书的，需提供特种设备型式试验证书（压力管道元件）,且证书批准范围涵盖本次招标范围。投标时需提供证书原件扫描件（原件备查）并可在全国或省级特种设备公示信息查询平台核实。

B．Foreign products: Manufacturers of bidding products shall obtain the Production License of Special Equipment of the China for pressure pipeline valves, and pass type tests and manufacturing supervision and inspection (or import safety performance supervision and inspection). And the scope of the certificate is covered by the scope of the tender.If the above certificates are not obtained during the transition period (before May 31, 2024), a special equipment type test certificate (pressure pipeline components) must be provided,And the scope of the certificate is covered by the scope of the tender.The original scan of the certificate shall be provided in the tender(original reference)，It can be verified by the national special equipment public information query platform.

 

（3）业绩要求Requirement for Bidder's reference:
2013年1月1日至投标截止日（以合同签订日期为准），投标人所投产品的制造商应具有至少两个合同气动关断阀的供货业绩，且均满足阀门尺寸不低于10"且压力等级不低于900LB的气动关断阀（球阀）和阀门尺寸不低于22"且压力等级不低于300LB的气动关断阀（球阀）的技术要求，两种规格阀门的供货业绩可以为同一合同或多个合同。投标人须按规定格式提交业绩表，并提交相关业绩证明文件。

 

From January 1, 2013 to the deadline for bidding（Subject to the date of signing the contract),The manufacturer of  the bidder’s product should be at least two contract of pneumatic shutdown valve supply performance, Technical requirements of both are satisfied valve size no less than 10" and pressure no less than 900LB of pneumatic shutdown valve (ball valve) and size no less than 22" and pressure no less than 300LB of pneumatic shutdown valve (ball valve),The supply performance of the two types of valves can be the same contract or multiple contracts.The bidder shall submit the performance statement in the prescribed format, and must submit relevant performance certificates.

业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收证明文件。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、阀门类型、阀门尺寸、阀门压力等级等技术要求及到货验收材料。未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、阀门类型、阀门尺寸、阀门压力等级的技术要求及到货验收材料的，均视为无效业绩。

The performance certification documents include but are not limited to: 1) A copy  of the sales contract(Including related technical attachments). 2)Acceptance certificate document. The performance documents submitted by the bidders at least should include: the time of signing the contract,the name of the Manufacturer,the name of the goods,type of valve,valve size,pressure rating etc.Technical requirements and arrival acceptance document.No performance documentation was submitted,or the performance documents provided cannot be reflected:the time of signing the contract,the name of the manufacturer,the name of the goods,type of valve,valve size, pressure rating etc.Technical requirements and arrival acceptance document. Shall be regarded as invalid.
