货物名称：自动反冲洗滤器橇

项目概况：渤中19-6凝析气田试验区开发项目（第二阶段）计划新建一座天然气增压回注平台渤中19-6BOP平台，新建的BOP平台与已有渤中19-6WHPA平台通过栈桥连接。

主要技术要求：

(1) 设计压力、温度、排量、过滤精度应至少满足:

设计压力： 1000kPaG

温度：50 ℃

排量： 2500m3/h (each)

过滤精度: ＜180μm

(2) 滤器壳、封头和内件的材质最低要求应满足：

壳: Q345R+Lining Rubber，封头: Q345R+Lining Rubber，内件: S31803

(3) 自动反冲洗滤器具备自动在线反冲洗功能。滤器反冲洗期间，反冲洗水量应小于5%额定流量，压力波动小于10%进口压力。

(4) 滤器内件为过滤柱型式，不接受刮板式机械自清洗型式。

数量：

自动反冲洗滤器橇：1套，橇内包含1台自动反冲洗滤器，单台排量2500m3/h；

海水粗滤器橇：1套，橇内包含1台海水粗滤器，单台排量2500m3/h；

交货期：2022年7月10日（国内）或2022年6月27日（进口）

交货地点：国内：天津塘沽海工建造场地；

国外：中国天津港（进口货物）。

2．业绩和资格要求：

（1）自动反冲洗粗滤器橇需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，LIoyd’s，DNV，CCS，BV）对自动反冲洗粗滤器橇设备整体进行检验并获得检验证书。

（2）投标人所投标的自动反冲洗滤器橇应为制造商（成橇商应为自动反冲洗滤器的制造商）的成熟产品，买方不接受新试制产品。该制造商应具有至少1个项目（限2010年1月1日之后签订的合同，相同型式的自动反冲洗滤器，排量≥2000m3/h，设计压力≥1000kPaG）在海上平台或FPSO运行2年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料（合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含设备所在设施的名称及使用方信息，投标人应提供有效说明文件。为核实投标人业绩，在授予合同前招标人有权要求投标人进一步提供相关证明资料，包括但不限于技术协议或技术澄清纪要、图纸和计算书等技术文件、第三方船级社出具证书、发票、银行进账单/流水单、进出口报关单据等。投标人无法提供相关材料的，将视为无效业绩。

3．有兴趣的合格投标人可通过以下方式获取招标文件：

★ The auto backwash coarse filter with automatic backwash function online. The flowrate of backwash water should be less than 5% (Flow Rate), the pressure fluctuation of seawater should be less than 10% (Intake Pressure), during backwashing.

★ The auto backwash coarse filter internals’type is filtration column, the scraper mechanical self-cleaning type is unacceptable.

2. Qualification Requirement:

(1) The Auto Backwash Coarse Filter skid shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC (SETC). Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of the Auto Backwash Coarse Filter skid from one of the certifying agencies authorized by COOOSO, which are ABS, LIoyd’s, DNV,CCS, BV.

(2)The Auto Backwash Coarse Filters Skids that BIDDER supplied should be the manufacturer’s mature products, unused prototype equipment shall not be acceptable. The products(Limited to signing the contract after January 1, 2010, the same type of Auto Backwash Coarse Filter , Capacity ≥ 2000m3/h, Design Pressure ≥ 1000kPaG) provided by Manufacturer shall have at least 1 project of 2 years or more of successful performance (from the date of commissioning acceptance report or the certificate issued by the user) on the Offshore Oil Platform or FPSO. The BIDDER shall provide the relevant supporting documents (contract and commissioning acceptance report or contract and the effective certificate issued by the user). If the name of the facility and the user_EpSingleQuotes_s information are not included in the above documents, the bidder shall provide the valid documentation. In order to verify the performance of BIDDER, the Tenderee shall have the right to request the bidder to provide further relevant supporting information before the contract is awarded. Including but not limited to, technical documents such as technical agreement, technical clarification notes, drawings and calculations etc., certificate approved by the third party classification society, invoice, bank statements/slip, import and export customs declaration etc. If the BIDDER is unable to provide relevant materials, it will be regarded as invalid performance.
