1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油宁波大榭石化有限公司（以下称为“招标人”）委托，就大榭石化产品升级改扩建工程项目45万吨/年聚丙烯装置2套挤压造粒机组进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd.(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Co., Ltd.(hereinafter referred to as “Tenderee” ), intends to purchase Two Sets of Extruder and Pelletizer System of 450 Kt/a Polypropylene Plant of Daxie Petrochemical Products Upgrading and Expansion Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

货物名称：45万吨/年聚丙烯装置挤压造粒机组

Name of Goods: Extruder and Pelletizer System of 450 Kta Polypropylene Plant

 

数量：2套

Quantity: Two sets

 

规格：每套机组的负荷为73.5 t/h，产品熔指范围在0.2-80g/10’之间

Specifications: The capacity of one set is 73.5t/h ，MFR range between 0.2-80g/10’

 

交货期Delivery Schedule: 

境内货物：合同签订后82周（货到项目现场时间）

For goods within the PRC customs territory: within 82 weeks after signing the contract (arrival date to the jobsite)

境外货物: 合同签订后76周（提单发货时间）

For goods outside the PRC customs territory: within 76 weeks after signing the contract (departure date on the Bill of Lading)

 

交货地点Destination of delivery：

境内货物：大榭项目现场

For goods within the PRC customs territory: Project Site in Daxie

境外货物：CIF中国宁波港

For goods outside the PRC customs territory: CIF Ningbo Seaport, P. R. China

  

2.对投标人的资格和业绩要求：

Requirements for Qualification and Reference of Bidder:

 

（1）资格要求

Requirements for Qualification of Bidder:

投标人应为投标设备的制造商。本次招标不接受代理商投标。

The bidder shall be the manufacturer of the bidding equipment. Bid by Agent is not accepted.

（2）业绩要求：

Requirements for Bidder_EpSingleQuotes_s Reference

2017年1月1日至投标截止日，投标人所投产品应具有不少于2台（套）应用于聚丙烯项目（聚丙烯装置规模不低于45万吨/年），且均满足单台处理量不小于73.5吨/小时技术要求的聚丙烯装置挤压造粒机组货物运行业绩（运行业绩时间为投入运行时间或调试验收时间）。

The bidding equipment shall have at least two sets of application reference of the capacity not less than 73.5t/h per machine in Polypropylene plant （not less than 450kt/h）, Operation certificate or Commissioning acceptance certificate signed from January 1, 2017 to the bidding deadline should be provided.

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含相关技术附件，并至少体现以下内容：合同首页、签字页、货物名称-聚丙烯装置挤压造粒机组、供货数量、项目类别-聚丙烯项目、项目规模-不小于45万吨/年、单台处理量不小于73.5吨/小时技术要求），和用户出具的投入运行证明文件或用户出具的调试验收文件。用户出具的投入运行证明文件或用户出具的调试验收文件应体现运行时间或调试验收时间。

未提交业绩证明文件，或所提供的业绩证明文件未体现上述信息的，均视为无效业绩。

Bidder shall furnish Reference List in given form, and provide corresponding documentary evidence. The documentary evidence of performance shall include but not limited to: copy of sales contract (including relevant technical attachments, and first page of Contract, signature page, name of goods - Extruder and Pelletizer System of Polypropylene Plant, quantity of goods, type of project - Polypropylene Plant，scale of project - not less than 450 Kta and technical requirements of the capacity not less than 73.5t/h per machine shall be demonstrated at least), and operation certificate and commissioning acceptance certification materials provided by users. The operation certification documents provided by the user must reflect operation time or commissioning acceptance time.

If the performance certification documents are not submitted, or the performance certification documents provided cannot demonstrate the above information, the performance shall be deemed invalid.

3.有兴趣的投标人可通过以下方式获取招标文件：从2022年3月29日开始至2022年4月6日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from March 29, 2022 to April 6, 2022. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.

4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2022年4月19日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing 100027, P. R. China at or before 9:30 am (Beijing Time) on Apr.19, 2022. Any bid beyond the required time and date shall be subject for rejection.

 

5.开标时间：2022年4月19日上午9:30时（北京时间）

Bid opening time: 9:30 am (Beijing Time) on Apr.19,2022.

 

6.开标地点: 北京市东城区东直门外小街6号海油大厦四层会议室

This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com) ，China Procurement and Tendering website (http://www.chinabidding.com.cn）and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.
