1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）东海西湖石油天然气作业公司委托，邀请合格投标人就宁波终端改扩建二期项目的下列全新货物和有关服务进行国际公开招标，现邀请投标人对下列货物和服务提交密封投标：

中华人民共和国关境外提供的货物：合同签订后9个月CIF发货港交货;

中华人民共和国关境内提供的货物：合同签订后10个月到达浙江省宁波市北仑区春晓镇。

2．资格要求：

1) 国内投标人应提供有效的营业执照、组织机构代码证、税务登记证或在有效期内的三证合一营业执照，国外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。

2) 是否接受代理商投标：接受。如果投标人所投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书。

3) 财务要求：投标人需提供近三年（2018-2020）审计机构出具的财务审计报告及经审计财务报表（包括资产负债表、利润表及现金流量表）。

4) 投标人所投的再生气压缩机应为制造商的成熟产品。投标人须向买方提供新的未使用过设备，新试制产品不予接受。制造商应有至少2台再生气压缩机从2012年1月1日至开标日（以合同签订日期为准）海洋或近海油气项目（海上平台、海边陆地终端、海边石油天然气处理厂、LNG接收站、FPSO等高盐雾腐蚀环境，介质为天然气）成功运行1年及以上的应用业绩，且压缩机本体与所投压缩机本体应为同一制造商制造，投标人须在该业绩表后附上相应业绩证明文件，要求详见下述业绩要求①和②。①销售合同复印件（含合同封面和签字页，以及相关的技术附件）；②用户签字的成功运行证明文件或用户签发的临时接受证书或有至少三方签字的调试记录报告（海上业绩需有第三方船级社签字）。投标人所提交的业绩证明文件必须至少体现以下内容：货物名称、供货数量、使用环境、成功运行时间。如投标人提供调试报告，则以明确标明的成功运行开始时间或以调试报告签署时间为准。未提交业绩证明文件，或所提供的业绩证明文件无法验证以上内容的，均视为无效业绩。

5) 本次采办再生气压缩机（含附属设备）应适用于海洋或近海等高盐雾腐蚀环境，投标人应安排进行第三方检验，并承诺从COOOSO授权的认证机构之一（CCS、ABS、DNV和BV）获得机组整体的最终检验证书。

 

3.有兴趣的合格投标人可通过以下方式获取招标文件：从2022年7月11日开始至2022年7月18日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，

1.CNCCC International Tendering Co., Ltd.(hereinafter called “Tendering Agent”), for and on behalf of The East China Sea Xihu Oil&Gas Operating Company (hereinafter called"Purchaser") invites sealed bids from eligible bidders for the supply of following equipment for Ningbo TERMINAL RECONSTRUCTION& EXPANSION(phase II ):

Delivery Schedule: For goods offered from outside PRC customs territory: 9 months after signing the contract CIF port of shipment; For goods offered from within PRC customs territory: 10 months after signing the contract arrived at CNOOC (Zhoushan) Energy Logistics Co., Ltd: (Address: Chunxiao Town, Beilun District, Ningbo, Zhejiang Province P.R. China) .

2. Bidder Qualification requirements: 

1) Other documentary evidence of the Bidder’s qualifications required in the bidding document: Domestic bidder shall provide valid business license, Organization Code Certificate and tax registration certificate,or a Business License of  Three Certificates in On within the validity period.Foreign bidder shall provide valid independent legal entity certificate.

2) In the case of a Bidder offering to supply goods under the contract which the Bidder does not manufacture or otherwise produce, the Bidder has been duly and only authorized by the goods’ Manufacturer or Producer to supply the goods in this bidding project.

3) Bidder shall submit recent three years’(2018-2020) audited financial report issued by auditing agency, including balance sheets, cash flow statement, profit statement.

4) The regas compressor submitted by the bidder shall be the manufacturer's mature product.  The bidder shall provide the buyer with new unused equipment, and the new trial-produced products shall not be accepted.  Manufacturers should have at least two (2) regas compressor from January 1, 2012 solstice the bid opening date (the date of signing of the contract shall prevail) marine or offshore oil and gas projects (offshore platforms, seaside land terminal, sea oil and gas processing plants, LNG receiving station, FPSO high salt fog corrosion environment, train medium for gas) successfully running more than one(1) year, and the application of the above results.The compressor body in the track records and the compressor body in the bid shall be made by the same manufacturer.The bidder shall attach the corresponding performance documents to the performance table, as shown in the performance requirements ① and ② below.  Copies of sales contract (including contract cover and signature page, as well as related technical attachments);  ② The successful operation certificate signed by the user or the temporary acceptance certificate signed by the user or the commissioning record report signed by at least three parties (Marine performance must be signed by third party classification society).  The performance certification documents submitted by the bidder must at least reflect the following contents: name of goods, quantity of goods to be supplied, operating environment and successful operation time.  If the commissioning report is provided by the bidder, the successful operation start time clearly marked or the commissioning report signing time shall prevail.  If the performance certification documents are not submitted, or the performance certification documents provided cannot verify the above contents, the performance shall be regarded as invalid.       

5)  The regas compressor (including auxiliary equipment) shall be suitable for Marine or offshore high salt fog corrosive environment. The bidder shall arrange third-party inspection and obtain the final inspection certificate of the unit as a whole from one of the certification bodies authorized by COOOSO (CCS, ABS, DNV and BV).
