1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海油宁波大榭石化有限公司（以下称为“招标人”）委托，就中海油宁波大榭石化有限公司160万吨/年芳烃项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under 1,600 KTA Aromatic Hydrocarbon Project of CNOOC Ningbo Daxie Petrochemical Ltd. by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

For goods within the PRC customs territory: Project Site in CNOOC Ningbo Daxie Petrochemical Ltd. Zone

境外货物：CIF中国上海港

For goods outside the PRC customs territory: CIF SHANGHAI Seaport, P. R. China

 

2.对投标人的资格、业绩及证书要求：

Requirements for Qualification，reference and Classification of Bidder:

 

（1）资格要求

Requirements for Qualification of Bidder

 

投标人应为所投货物的制造商或授权代理商。如果投标人是代理商，则须提供制造商有效授权书。

The bidder shall be the manufacturer or agent of bid goods. If the bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer.

 

如果投标人为境内注册公司，需提供有效的营业执照（具备独立法人资格）复印件，并加盖公章（以上证明文件在年审有效期内）；

如果投标人为境外注册公司，需提供有效的公司登记注册证明。

If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license shall be provided (such document within the validity period);

If the bidder is an overseas registered company, it shall provide valid company registration certificate.

 

（2）业绩要求：

投标人所投货物从2008年1月1日至2020年06月30日（合同签订时间）在中国境内两套乙烯裂解装置（含芳烃装置）中用于乙烯或丙烯压缩机上的单个合同低压降止回阀供货业绩≥2台（温度≤-30℃，其中一台口径≥54寸）并连续运行至少一年业绩。

From January 1st, 2008 solstice to April 30th, 2020(Contract Signing Time), the goods submitted by the bidder has been applied to the ethylene or propylene compressor with at least two sets of Olefin Cracking Unit (including Aromatic Hydrocarbon Unit) in China (the supply quantity of a single contract low drop-out check valve ≥2 sets, and the temperature ≤-30℃, and one diameter ≥54 inches). And it must have one and more consecutive years of successful operation performance.

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含相关技术附件），和用户盖章的证明文件。

The bidder shall furnish the reference statement in the prescribed format and the relevant performance certification documents. It including but not limited to: Copies of the sales contract (including technical appendix), and evidentiary documents stamped by the End-user.

投标人所提交的业绩证明文件必须至少体现以下内容：合同签订时间、货物名称（低压降止回阀）、供货数量、使用环境（用于乙烯或丙烯压缩机上、温度≤-30℃、口径）;用户盖章的证明文件必须至少体现已成功运行时间。

The content that the contract submitted by bidders show as follows: Contract signing time, Name of Goods (Low drop-out check valves), Quantity, usage circumstance (Applied to the ethylene or propylene compressor, the temperature ≤-30℃, and the size of these valves ). Evidentiary documents sealed by End-user shall at least demonstrate the successful operation time.

 

未提交业绩证明文件，或所提供的业绩证明文件无法验证以上内容的，均视为无效业绩。

If no documentary evidence furnished, or documentary evidence furnished cannot demonstrate Name of Goods, Quantity, usage circumstance, technical requirements of low pressure drop check valve, successful operation time, the relevant reference will be deemed unvalid.

（3）技术要求如下

     Technical requirement are as follows

1、 ★DN300及以上轴流式止回阀的流阻系数不大于0.36。

The flow resistance coefficient of DN300 and above axial flow check valve is not more than 0.36.

2、 ★投标人必须提供所供阀门每种规格的型式试验报告，满足压力管道元件监检规则。

The bidder must provide the type test report of each specification of the supplied valve to meet the supervision and inspection rules of pressure pipeline components.

 

3. 有兴趣的投标人可通过以下方式获取招标文件：从2021年7月1日开始至2021年7月8日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在中国国际招标网（http://www.chinabidding.com/）注册成功并通过平台审核。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from July 1, 2021 to July 8, 2021. For the first time of login, aregistration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The who lepurchasing process must be operated online and off line payment will not be accepted. After successful payment of RMB2000.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.

In addition, the bidder need to succeed in the China international bidding nets (http://www.chinabidding.com/) registered and through the platform review.

 

4．投标文件递交截止时间和地点：2021年 7月22日9：30时，北京市东城区东直门外小街6号海油大厦4层会议室.

Bids must be delivered to Meeting room,4th Floor, CNOOC Tower No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing for submission of bids before 9:30 a.m. (Beijing time) on July 22, 2021. Any bid beyond the required time and date shall be subject for rejection.

5．开标时间：定于2021年7月22日9:30时（北京时间）开标。

   Bid-opening place time: Bids will be opened  at 9:30 a.m (Beijing time) on  July 22, 2021.

6．开标地点：北京市东城区东直门外小街6号海油大厦4层会议室.

 Bid-opening place: Bidding documents delivery location: Meeting room,4th Floor, CNOOC Tower No.6 Dongzhimenwai Xiaojie, Dongcheng District, Beijing.

 

7.本次招标公告同时在中国国际招标网站（http://www.chinabidding.com）、中国采购与招标网（http://www.chinabidding.com.cn）和中海油采办业务管理与交易系统（https://buy.cnooc.com.cn）上发布。

This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com) ，China Procurement and Tendering websit （http://www.chinabidding.com.cn）and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.
