项目概况：

垦利6-1油田位于渤海湾南部。垦利6-1油田5-1、5-2、6-1区块开发项目包括新建6座无人平台KL6-1WHPB~G，1座中心平台KL6-1CEP和BZ35-2CEPA栈桥连接。KL6-1CEP处理井口平台KL6-1WHPB~G、BZ35-2CEPA以及BZ29-6来液。处理成合格原油后经过新建海底管道由KL6-1 CEP输送至KL3-2 CEPA，最终输送到东营终端。

 

交货期：国内交货要求2022年2月16日到达山东青岛海工场地,国外交货要求2022年1月31日CIF青岛港。

2.资格标准：

★注水泵应为轴向剖分多级离心泵（BB3）。

★注水泵橇需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，Lloyd’s，DNV，CCS，BV）对注水泵设备整体进行检验并获得检验证书。

★投标人所投标的注水泵橇应为制造商（即泵的制造商及泵橇的成橇商）的成熟产品，买方不接受新试制产品。制造商应具有至少1个项目（限2010 年1 月1 日之后签订的合同，BB3泵型、排量≥300m3/h、扬程≥1000m）在海洋石油平台或FPSO运行2年及以上（从调试验收报告签字日期或使用方出具的运行时间证明文件起计）的业绩。并提供相应的书面材料（书面材料是指:合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含设备的扬程、排量、所在设施的名称及使用方信息，投标人应提供有效说明文件。为核实投标人业绩，在授予合同前招标人有权要求投标人进一步提供相关证明资料，包括但不限于技术协议或技术澄清纪要、图纸和计算书等技术文件、第三方船级社出具证书、发票、银行进账单/流水单、进出口报关单据等。投标人无法提供相关材料的，将视为无效业绩。 

 

3. 有兴趣的合格投标人可通过以下方式获取招标文件：
从2021年7月21日开始至2021年7月29日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch，美元账号：0200000709117000351，SWIFTCODE: ICBKCNBJBJM），售后不退。

1. CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of CNOOC China Limited (herinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Overview:   The KL6-1 oil field is located in the south sea of Bohai Bay.The development project of KL6-1 oil field block 5-1&5-2&6-1 consists of 6 unmanned platform KL6-1 WHPB~WHPG, 1 central platform KL6-1 CEP connected with BZ35-2 CEPA by bridge. KL6-1 CEP treats the well fluids from wellhead platform KL6-1 WHPB ~WHPG, BZ35-2 CEPA and BZ29-6 oil field. Qualified crude oil will transport to KL3-2 CEP via a new subsea pipeline, then finally transport to Dongying terminal.

From within PRC：February 16, 2022 of Construction Site of Qingdao, Shandong.
From outside PRC：January 31, 2022 of Qingdao Seaport, Shandong.

2. Qualification Requirements:

★The water injection pump shall be Axial split multistage centrifugal pump.

★The Water Injection Pump Skid shall be designed, manufactured, certified and tested in accordance with the requirements of Safety Rules for Offshore Fixed Platform Issued by State Economic & Trade Commission. PRC (SETC). Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of Water Injection Pump Skid from one of the certifying agencies authorized by COOOSO, which are ABS, LIoyd_EpSingleQuotes_s, DNV,CCS, BV.

★The Water Injection Pump Skid provided by BIDDER shall be the mature products of the manufacturers (Should be the Pump manufacturer and the skid assemble manufacturer), the newly trial products would not been accepted. The products provided by Manufacturer shall have at least 1 projects (Limited to signing the contract after January 1, 2010, BB3 type, Capacity ≥300m3/h, Pump head ≥1000m) of two years or more of successful performance (from the date of commissioning acceptance report or the certificate issued by the user) on the Offshore Oil Platform or FPSO. The BIDDER shall provide the relevant supporting documents (contract and commissioning acceptance report or contract and the effective certificate issued by the user). If the pump head, pump capacity, the name of the facility and the user_EpSingleQuotes_s information are not included in the above documents, the bidder shall provide the valid documentation. In order to verify the performance of BIDDER, the Tenderee shall have the right to request the bidder to provide further relevant supporting information before the contract is awarded. Including but not limited to, technical documents such as technical agreement, technical clarification notes, drawings and calculations etc., certificate approved by the third party classification society, invoice, bank statements/slip, import and export customs declaration etc. If the BIDDER is unable to provide relevant materials, it will be regarded as invalid performance.
