1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油宁波大榭石化有限公司（以下称为“招标人”）委托，就大榭石化产品升级改扩建项目320万吨/年催化裂解装置所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

Entrusted by CNOOC Ningbo Daxie Petrochemical Co., Ltd. (hereinafter referred to as "the bidder"), CNOOC International Tendering Co., Ltd. (hereinafter referred to as "the bidding agency") conducts international public bidding for some goods and related services required for the  3.2 Mt/a DCC unit of Daxie petrochemical products upgrading and expansion project. Bidders are invited to submit sealed bids for the following goods and services:

规格：主风机出口机械单向阀蝶阀（三偏心机械单向阀）尺寸DN1400、操作温度250℃；操作压力：正常0.341MPa(a)，最大0.361MPa(a)；介质:空气；流量：4525Nm3/min；阀门工作位置的最大压降小于2KPa（全开）;阀门全开至全关的全行程时间1-5秒;泄漏等级VI。

Specifications: main fan outlet mechanical check valve butterfly valve (three eccentric mechanical check valve) size DN1400, operating temperature 250℃; Operating pressure: normal 0.341mpa (a), maximum 0.361mpa (a); Medium: air; Flow rate: 4525Nm3/min; Maximum pressure drop of valve working position is less than 2KPa (fully open); The full travel time of the valve from fully open to fully closed is 1-5 seconds; Leak class VI.

交货期Delivery Schedule: 

境内货物：合同签订后40周（货到项目现场时间）

境外货物: 合同签订后40周（提单发货时间）

For goods within the PRC customs territory: 40 weeks after the contract is signed (delivery time of bill of lading)

2.对投标人的资格和业绩要求：

Requirements for Qualification and reference of Bidder:

 

（1）资格要求

Requirements for Qualification of Bidder:

投标人应为投标设备的制造商或集成商，集成商应提供阀门制造商的授权文件。

The bidder shall be the manufacturer or integrator of the bidding equipment. The integrator shall provide the valve manufacturer’s authorization certificate.

（2）业绩要求：

Requirement for Bidder’s reference:

投标设备在中国境内催化裂化装置或催化裂解装置至少具有2台大于等于DN1400三偏心机械单向阀的应用运行业绩，应用业绩必须是正常运转大于等于24000小时，并提供运行证明，且运行证明签署日期为2010年1月1日至投标截止日。

业绩证明文件包括但不限于：无价销售合同复印件（含相关技术附件）、用户盖章的运行证明。投标人所提交的业绩证明文件必须至少体现以下内容：合同签订时间、装置名称、货物名称、尺寸、数量和正常运转时间。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签订时间、装置名称、货物名称、尺寸、数量和正常运转时间，均视为无效业绩。 

The bidding equipment in catalytic cracking unit or catalytic cracking unit in China shall have application performance of at least two sets of DN1400 three eccentric mechanical check valve. Application performance must be 24000 hours or more of normal operation. Operation certificate signed from January 1, 2010 to the bidding deadline should be provided.

Performance certification documents include but are not limited to: copy of priceless sales contract (including relevant technical attachments), operation certificate with user’s stamp. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, device name, goods name, dimension, quantity and normal operation time, and the bidder shall also explain the continuous uninterrupted operation time of the check valve. If the performance certification documents are not submitted, or the performance certification documents provided cannot verify the signing time of the contract,  name of the device, name of the goods,dimension,  quantity and normal operation time, the performance shall be deemed invalid.

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从 2021年11月4日开始至2021年11月11日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在中国国际招标网（http://www.chinabidding.com/）注册成功并通过平台审核。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Nov.4, 2021 to Nov.11, 2021.For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted.After successful payment of RMB 2000.00 or USD300.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents.Bidder fails to purchase Bidding documents online is not eligible to bid. In addition, the bidder need to succeed in the China international bidding nets (http://www.chinabidding.com/) registered and through the platform review.

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2021年11月25上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦一层大堂。在此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the first floor of CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District,Beijing100027, P. R. China at or before 9:30 am (Beijing Time) on Nov.25, 2021. Any bid beyond the required time and date shall be subject for rejection.

5．开标时间：定于2021年11月25日9:30时（北京时间）开标。

Bid-opening place time: Bids will be opened  at 9:30 a.m. (Beijingtime) on Nov.25, 2021.

6．开标地点: 北京市东城区东直门外小街6号海油大厦一楼大堂。
