1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油宁波大榭石化有限公司（以下称为“招标人”）委托，就大榭石化产品升级改扩建项目320万吨/年催化裂解装置所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

Entrusted by CNOOC Ningbo Daxie Petrochemical Co., Ltd. (hereinafter referred to as "the bidder"), CNCCC International Tendering Co., Ltd. (hereinafter referred to as "the bidding agency") conducts international public bidding for some goods and related services required for the 3.2 Mt/a DCC unit of Daxie petrochemical products upgrading and expansion project. Bidders are invited to submit sealed bids for the following goods and services:

规格：烟机入口高温蝶阀（三偏心金属硬密封蝶阀）尺寸DN1600、操作温度697℃、入口压力0.238MPa(a)、介质烟气、全开到全关时间小于0.5秒（包含阻尼时间）、压差小于1.5KPa（全开）、全行程时间小于15秒（控制回路）、泄漏等级VI

Specifications: Flue gas expander inlet high temperature butterfly valve (tri-eccentric metal seated butterfly valve) size DN1600, operating temperature 697℃, inlet pressure 0.238MPa(a), medium-flue gas, trip time from full open to full close position less than 0.5 second (including damping time), differential pressure less than 1.5KPa (fully open), the whole travel control time less than 15 seconds (control loop), leakage Class VI.

 

交货期Delivery Schedule: 

境内货物：合同签订后44周（货到项目现场时间）

For goods within the PRC customs territory: 44 weeks after signing the contract (date for goods to arrive at the project site)

境外货物: 合同签订后44周（提单发货时间）

For goods outside the PRC customs territory: 44 weeks after the contract is signed (departure date on the bill of lading)

 

交货地点Destination of delivery：

境内货物：大榭项目现场

For goods within the P.R.China customs territory: Project site in Daxie

境外货物：CIF宁波港

For goods outside the P.R.China customs territory: CIF Ningbo Seaport

  

2.对投标人的资格和业绩要求：

（1）资格要求

Requirements for Qualification of Bidder:

投标人应为投标设备的制造商、集成商或代理商，如果投标人是集成商或代理商应提供制造商授权文件。

The bidder shall be the manufacturer of the bidding equipment or the integrator or the agent. If the bidder is the integrator or the agent, the manufacturer_EpSingleQuotes_s authorization certificate should be submitted.

（2）业绩要求：

2010年1月1日至2019年1月1日，投标人所投产品应具有不少于2台（套）应用于中国境内催化裂化装置或催化裂解装置且均满足大于等于DN1600的烟机入口蝶阀（三偏心金属硬密封蝶阀）的运行业绩（运行业绩时间为投入运行时间或调试验收时间）。

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：无价销售合同复印件（含相关技术附件，至少体现以下内容：合同首页、签字页、货物名称、供货数量、尺寸、装置名称）和用户出具的投入运行证明文件或用户出具的调试验收文件。用户出具的投入运行证明文件或用户出具的调试验收文件应体现正常运行时间或调试验收时间。

未提交业绩证明文件，或所提供的业绩证明文件未体现上述信息的，均视为无效业绩。

 

 

From Jan. 1st 2010 to Jan.1st 2019, the bidding equipment shall have at least two sets of application reference of flue gas expander inlet butterfly valves (three eccentric metal seated butterfly valves) with size equal or greater than DN1600 in FCC Units or DCC Units in P. R. China(the application operation time shall be the put into operation time or the commissioning acceptance time) . 

Bidder shall furnish reference List in the given form and provide corresponding documentary evidence. The documentary evidence includes but is not limited to: copy of priceless sales contract (including relevant technical appendix, the first page and the signature page of the contract) and user’s operation certificate or user’s commissioning acceptance certificate, demonstrating the contract date, device name, name of goods, dimension, quantity, and normal operation time or commissioning acceptance time. If the evidence documents are not submitted, or the evidence documents provided cannot verify the signing date of the contract, name of the Unit, name of the goods, dimension, quantity and normal operation time, the relevant reference shall be deemed invalid.

 

 

 

 

 

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从 2022年3月24日开始至2022年3月31日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在中国国际招标网（http://www.chinabidding.com/）注册成功并通过平台审核。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from March 24th, 2022 to March 31st, 2022.For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted.After successful payment of RMB 2000.00 or USD300.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents.Bidder fails to purchase Bidding documents online is not eligible to bid. In addition, the bidder need to succeed in the China international bidding nets (http://www.chinabidding.com/) registered and through the platform review.

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2022年4月15日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦四层会议室。在此时间后收到的投标文件恕不接受。

Deadline and place for submission of bid documents: all bid documents shall be accompanied by bid security submitted as required and submitted to the 4th floor meeting room of CNOOC building, No. 6, dongzhimenwaixiaojie, Dongcheng District, Beijing before 9:30 a.m. (Beijing time) on April 15th, 2022. Bids received after this time will not be accepted.

5．开标时间：定于2022年4月15日9:30时（北京时间）开标。

Bid-opening place time: Bids will be opened  at 9:30 a.m.(Beijingtime) on April 15th, 2022.

6．开标地点：北京市东城区东直门外小街6号海油大厦四层会议室
