项目概况：

陵水 25-1 气田开发依托崖城13-1 平台，通过水下生产系统回接至崖城13-1 已建平台进行处理和外输，同时新建崖城13-1 PAP 平台布置新增设备，与崖城13-1AWA 平台栈桥相连。

2．业绩和资格要求：

1) 投标人为陵水17-2半潜平台提供的泵必须是制造商的成熟产品，买方不接受未经使用的试制产品。

2）电动隔膜泵须满足以下要求：近10年(2012年1月1日至截标日，以合同签订日期为准)，投标人所投的电动隔膜泵产品至少有2台套（泵排量≥3.15m3/h，同时出口压力≥59300kPaG）在海上浮式油气生产设施上成功运行的业绩（合同签署时间为业绩时间）。投标人须提交有效的业绩表和相关证明文件（1.合同复印件相关章节,2.用户现场调试报告或用户使用证明或用户验收证明）。

业绩证明文件必须至少体现以下内容：合同的签署时间、货物名称、供货数量、设备所属油气生产装置类型、泵流量及出口压力、用户最终接收证明或用户使用证明或调试报告（包括调试内容和双方签名或盖章的签署页）。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述信息，均视为无效业绩。

3）电动隔膜泵应适合在海上平台使用，供货商应承诺自费完成检查、试验并整橇获得国家应急管理部海洋石油安全生产监督管理办公室（COOOSO）认可的任意一家认证机构（ABS/DNV/BV/CCS)的最终检验证书。

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从 2022年6月9日至2022年6月16日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：110060224146300007037，SWIFTCODE:COMMCNSHBJG），售后不退。未购买招标文件不允许参加投标。

4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2022年6月30日10:00（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层第八会议室。在此时间后收到的投标文件恕不接受。

 5．开标时间：定于2022年6月30日10:00（北京时间）开标。开标地点：北京市东城区东直门外小街6号海油大厦4层第八会议室。

 6.本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。

7.投标人在投标前需在机电产品招标投标电子交易平台上完成注册。评标结果将在机电产品招标投标电子交易平台公示。

Project overview:

The development of Lingshui 25-1 gas field relies on Yacheng 13-1 platform and is connected to the established platform of Yacheng 13-1 for treatment and external transport through the underwater production system. Meanwhile, new equipment is arranged on the newly built Yacheng 13-1 PAP platform, which is connected with the trekking bridge of Yacheng 13-1AWA platform.

 2. Qualification requirements:

1) The pumps selected for the LS17-2 SEMI platform should be manufacturer proven products. Unused prototype equipment shall not be acceptable

2) The pump need to meet below requirements：In recent 10 years (since Jan. 1st, 2012 to the deadline of bids submission stipulated), the Electrical Hydraulic Diaphragm Pump selected by the Bidder shall have track records of at least 2 sets (capacity≥3.15 m3/h, discharge pressure≥59300 kPaG) applied to the offshore Floating Oil/Gas Production facilities (the signing date of contract is regarded as reference time). The Bidder shall submit valid track records and relevant documentary evidence (1.relevant chapters copies of contract and 2. commissioning report on user site or certificates of user application or certificates of user acceptance).The documentary evidence shall contain but not limited to: the date of contract signing, equipment name, quantity, type of oil&gas production facility, pump capacity and discharge pressure, certificates of user final acceptance or certificates of user application or commissioning report (including the commissioning content and signing page that signed or stamped by both parties). Absence of the track records evidence documents or the failure to verify above foregoing information, that shall be counted as an invalid performance.

3) The pump skids can run in the offshore environment, and the SUPPLIER shall promise at his own cost arrange inspection and obtain final certificate of the unit from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV,  and CCS.
