 1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司委托，就陵水25-1开发项目的下列全新货物和有关服务进行国际公开招标，现邀请投标人对下列货物和服务提交密封投标：

项目概况：

陵水 25-1 气田开发依托崖城13-1 平台，通过水下生产系统回接至崖城13-1 已建平台进行处理和外输，同时新建崖城13-1 PAP 平台布置新增设备，与崖城13-1AWA 平台栈桥相连。

货物名称：调节阀

数量：  52台套

规格: 控制阀尺寸和磅级 16" x 2500LB ；

自力式调节阀尺寸和磅级 8" x 150LB；

氮封阀尺寸和磅级 2" x 150 LB；

交货期：2023年7月10日（国内）或2023年7月10日（进口）

交货地点：青岛海工建造场地（国内货物）或 DAP 青岛港（进口货物）

2．业绩和资格要求：

1) 调节阀须满足以下要求：2012 年 1 月 1 日至投标截标日（以合同签订日期为准），投标人所投的控制阀和自力式调节阀（包括氮封阀），每类设备(指下文 a,b,c,d)均应具有至少两个项目在海上油气生产设施（浮式生产平台或固定生产平台）或海岸沿线的油气处理终端成功运行两年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩，同时要求本次投标控制阀定位器的品牌需与上述阀门业绩中使用的定位器品牌一致，投标人所投的所有调节阀的阀门制造地需与上述阀门业绩的阀门制造地一致，投标人应提供保证书确保本次项目的产品将在与业绩相同的厂家生产。

a) 控制阀尺寸和磅级不低于 16" x 2500LB ；

b) 控制阀尺寸和磅级不低于 1 13/16" x 10000PSI；

c) 自力式调节阀尺寸和磅级不低于 8" x 150LB；

d) 氮封阀尺寸和磅级不低于 2" x 150 LB；

投标人须提交有效的业绩表和相关证明文件，包括但不限于（1.合同复印件相关章节，2.用户现场交货验收证明文件或用户使用证明）。业绩证明文件必须至少体现以下内容：合同签署时间、货物名称(含阀门类别及控制阀定位器品牌型号)、制造商名称、产地、供货数量、设备所属油气生产装置类型、尺寸和磅级、最终接收证书或用户使用证明。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述信息，均视为无效业绩。

2) 投标人应承诺自费按以下要求对所提供的产品进行检验并获得检验证书，新建平台阀门 （ 位 号 为 PAP-XX-XXXX 或 PAP-PCV-XXXX ）、改造平台阀门 ( 位 号 为APD-XX-XXXX 或 TS-XX-XXXX 或 APD-PCV-XXXX 或 TS-PCV-XXXX)需取得国家应急管理部海洋石油安全生产监督管理办公室（COOOSO）认可的其中任 意一家第三方认证机构（ABS, DNV, BV，CCS）的检验证书。

3）要求投标人提供的其他资格证明文件：A如果投标人为境内注册公司，需提供有效的营业执照（具备独立法人资格）、一般纳税人证明/税务登记证、组织机构代码证复印件，并加盖公章（以上所有证明文件在年审有效期内，按照“三证合一”登记制度进行登记的，可仅提供营业执照复印件）；B如果投标人为境外注册公司，需提供有效的公司登记注册证明。

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从 2022年7月29日至2022年8月5日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为200元人民币或30美元（收款人：中化建国际招标有限责任公司，

 5．开标时间：定于2022年8月19日10:00（北京时间）开标。开标地点：北京市东城区东直门外小街6号海油大厦4层第2会议室。

 6.本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。

Project overview:

The development of Lingshui 25-1 gas field relies on Yacheng 13-1 platform and is connected to the established platform of Yacheng 13-1 for treatment and external transport through the underwater production system. Meanwhile, new equipment is arranged on the newly built Yacheng 13-1 PAP platform, which is connected with the trekking bridge of Yacheng 13-1AWA platform.

2. Qualification requirements:

·         1) All the valves need to meet below requirements：2012 to the deadline of bids submission stipulated, the Control Valve and Self-actuated Pressure Regulator (including tank blanketing valves) of each category（refer to a,b,c,d ）provided by bidder should have a record of successful operation of at least two projects on Offshore oil and gas production facilities (floating or stationary production platforms) or oil and gas processing terminals along the coast for two years or more (the signing date of contract is regarded as reference time)

 

a) For control valve, size and pressure class shall equal to 16" x 2500LB or above.

b) For control valve, size and pressure class shall equal to 1 13/16" x 10000PSI or

above.

c) For Self-actuated pressure regulator, size and pressure class shall equal to 8" x

150LB or above.

d) For tank blanketing valve, size and pressure class shall equal to 2" x 150LB or

above.

 

2) The BIDDER should promise to arrange inspection of the products supplied and

obtain final inspection certificates at his own cost of the following requirements. THE

valves (Tag number with PAP-XX-XXXX or PAP-PCV-XXXX ) shall obtain the

GOODS inspection certificates from one of the third party certification agency

authorized by COOOSO, i.e. ABS, BV, CCS, DNV.

3）Other qualification documents required from the bidder: A if the bid for domestic registered company, need to provide A valid business license (with independent legal person qualification), average taxpayer prove/tax registration certificate, organization code certificate photocopy, and build official seal (all the above documents, within the validity period of the year of careful in accordance with the "three certificates" registration system to register, can only provide the business license copy); B If the bidder is an overseas registered company, it shall provide valid company registration certificate.
