1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海油石化工程有限公司（以下称为“招标人”）委托，就中海油石化工程有限公司江苏滨海液化天然气（LNG）一期扩建工程接收站项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engingeer Co.,Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under JIANGSU LNG Project of CNOOC Petrochemical Engingeer Co.,Ltd by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

货物名称： 高压深冷Globe调节阀，其中10”1500LB 9台，12”1500LB 1台，3”1500LB 1台，4”1500LB 3台，6”1500LB 1台，1-1/2”1500LB 1台。

Name of Goods: High Pressure Cryogenic Globe Control Valve，of which 10”1500LB 9sets，12”1500LB 1sets，3”1500LB 1sets，4”1500LB 3sets，6”1500LB 1sets，1-1/2”1500LB 1sets.

境外货物: 合同签订后40周

For goods outside the PRC customs territory: 40 weeks after the contract is signed.

境内货物：合同签订后42周

For goods within the PRC customs territory：42 weeks after the contract is signed.

交货地点Destination of delivery：

境外货物：CIF中国上海港

For goods outside the PRC customs territory: CIF Shanghai Seaport, P. R. China

境内货物：江苏省盐城市滨海县滨海港开发区

For goods within the PRC customs territory: Binhai Port Development Zone, Binhai County, Yancheng City, Jiangsu Province 

2.对投标人的资格、业绩及证书要求：

Requirements for Qualification，reference and Classification of Bidder:

（1）资格要求

Requirements for Qualification of Bidder

 A. ★投标人必须是具有独立法人资格的高压深冷Globe调节阀制造商或代理商。

独立法人资格要求：如果投标人为境内注册公司，需提供有效的营业执照（具备独立法人资格）、一般纳税人证明/税务登记证、组织机构代码证复印件，并加盖公章（以上所有证明文件在年审有效期内）；如果投标人为境外注册公司，需提供有效的公司登记注册证明。

Bidder shall be manufacturer or authorized agent designated by manufacturer with the qualification of independent legal entity of High Pressure Cryogenic Globe Control Valve.

If the bidder is a domestically registered company, it is required to provide a valid business license (with independent legal person status), general taxpayer certificate/tax registration certificate, a copy of the organization code certificate, and affix the official seal (all the above certificates are within the validity period of the annual review) ); if the bidder is an overseas registered company, a valid company registration certificate is required.

B. ★代理商要求：如果投标人所投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书，本次投标的产品须为同一品牌。

If the goods is not manufactured by bidder, the bidder shall be duly authorized by the goods' Manufacturer to supply the goods solely in this bidding, and the products in this bidding must be of the same brand.

C.★投标人在投标时应提供阀门制造商的以下三类认证有效证书复印件，若认证证书包含本次招标产品的尺寸、压力等级一种或几种参数，则其证书中的相应参数须覆盖本次招标的产品对应最高参数要求，证书认证的制造商名称应与其所提供业绩的制造商名称、此次投标货物的制造商名称一致：

Bidders should provide copies of the following three types of valid certificates of the valve manufacturer when bidding. If the certificate contains one or more parameters of the size and pressure level of the product in this bidding, the corresponding parameters in the certificate must cover the requirements of this bidding. The product corresponds to the highest parameter requirements. The name of the manufacturer certified by the certificate should be consistent with the name of the manufacturer of the performance provided by it, and the name of the manufacturer of the goods in this bidding:

1) 压力设备认证证书：制造商应具有中国国家质监局颁发的特种设备制造许可证（A2级）、特种设备型式试验证书和压力设备(PED)认证证书中的至少一种，且所有证书均应在有效期内。

Pressure equipment certification：The manufacturer should have at least one certificate through the Manufacturer license of Special Equipment People’s Republic of China issued by General Administration of Quality Supervision (Certificate level for cryogenic valves:A2),Certificate for Type Test of Specific Equipment and certificate for pressure equipment（PED）, and the certification should be within the period of validity.

2) 低泄漏认证证书：阀门必须具备可靠的外密封性能，应至少达到TA-LUFT或ISO-15848-1的要求，并提供相关测试的TA-LUFT或ISO-15848-1证书或认证，投标时提供有效证书复印件。

 Low leakage certification: The valve must have reliable external sealing performance, which should at least meet the requirements of TA-LUFT or ISO-15848-1, and provide TA-LUFT or ISO-15848-1 certificate or certification for relevant tests, tender A copy of a valid certificate is provided.

3) 防爆认证证书：制造商提供阀门定位器、电磁阀、限位开关的防爆合格证，防爆合格证应由中国国家授权的监督检验机构颁发。阀门定位器的防爆等级不低于ExiaⅡBT4。电磁阀、限位开关的防爆等级不低于ExdⅡBT4，防护等级不低于IP66。 电气设备满足国家市场监督管理总局公告〔2019年第34号〕《市场监管总局关于防爆电气等产品由生产许可转为强制性产品认证管理实施要求的公告》的要求，须在投标时提供CCC认证证书。

Explosion proof certificates：Explosion proof certificates of valve positioners, solenoid valves and limit switches should be provided by manufacturer. Explosion proof certificates shall be issued by the supervision and inspection agencies authorized by China. The explosion-proof level of the valve positioner is not lower than ExiaⅡBT4. The explosion-proof level of the solenoid valve and limit switch is not lower than ExdⅡBT4, and the protection level is not lower than IP66. The equipment meet the requirements of the announcement of the State Administration of market supervision [No. 34 in 2019]  《notice of the State Administration for Market Regulation about explosion-proof electrical products change from production license to compulsory product certification》, And the vendor should supply China Compulsory Certification when biding.

D. ★产地要求

投标人所报的本次招标GLOBE 调节阀的原产地和制造商应与所提供业绩中的GLOBE 调节阀原产地以及制造商一致，且本次投标GLOBE 调节阀应在其原产地工厂进行生产和检验，不得委托加工。投标人提交能体现原产地和制造商的业绩证明文件，包括1.合同复印件或2.报关单或3.原产地证明或4. BV、DNV、劳氏等国际知名第三方检验机构出具的报告，例如出厂检验报告、制造过程检验报告等。

Origin requirements

The origin and manufacturer of the GLOBE control valve quoted by the bidder in this tender shall be consistent with the origin and manufacturer of the GLOBE control valve in the performance provided, and the GLOBE control valve in this bid shall be produced and manufactured in the factory of its origin. Inspection, processing shall not be entrusted.The bidder shall submit the performance certification documents that can reflect the origin and manufacturer, including 1. a copy of the contract or 2. a customs declaration or 3. a certificate of origin or 4. BV, DNV, Lowe's and other internationally renowned third-party inspection agencies issued Reports, such as factory inspection reports, manufacturing process inspection reports, etc.

E. ★质量保证要求

制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。代理商投标时应提供所代理的产品制造商的ISO证书。

QA Requirement

Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid.The agent shall have the ISO certificate of the product manufacturer.

（2）业绩要求：

Requirement for Bidder Single Quotes reference:

自2011年1月1日至投标截止日，投标人所投产品应在中国境内至少具有2个LNG接收站项目高压深冷Globe调节阀供货业绩。其中至少具有2台尺寸≥8"且磅级≥1500LB的高压深冷Globe调节阀,且单项合同供货数量不少于16台。  

From January 1, 2011 to the deadline for bidding, the products submitted by the bidders should have at least two LNG receiving station projects in China with the supply performance of high-pressure cryogenic Globe regulating valves. Among them, at least 2 sets of high-pressure cryogenic Globe control valves with size ≥ 8" and pound class ≥ 1500LB, and the number of single contract supply is not less than 16 sets.

投标人须提交有效的业绩表和相关证明文件，业绩证明文件至少包括1.合同复印件相关章节和2.到货验收材料。业绩证明文件必须至少体现以下内容：合同签署时间、货物名称及类型（高压深冷Globe调节阀）、项目名称（LNG接收站项目）、供货数量、阀门尺寸、磅级。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述业绩信息，均视为无效业绩。

The bidder must submit a valid performance form and relevant certification documents. The performance certification documents shall at least include 1. Relevant chapters of the copy of the contract and 2. Arrival acceptance materials.The relevant documentary evidence must embody at least the following contents: the signing time of the contract,the name of the goods, the type of the goods(high pressure cryogenic Globe control valve), project name (LNG terminal project）, the quantity of goods supplied, the size and class of valve. Failure to submit a relevant documentary evidence for their reference or failure to verify the above information will be regarded as invalid performance.

3. 有兴趣的投标人可通过以下方式获取招标文件：从2022年8月30日开始至2022年9月6日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为200元人民币或35美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在中国国际招标网（http://www.chinabidding.com/）注册成功并通过平台审核。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from August 30, 2022 to September 6,2022. For the first time of login, aregistration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The who lepurchasing process must be operated online and off line payment will not be accepted. After successful payment of RMB 200.00 or USD 35.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.

In addition, the bidder need to succeed in the China international bidding nets (http://www.chinabidding.com/) registered and through the platform review.

 4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2022年9月21日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦四层会议室。在此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room, CNOOC Tower, No. 6 Dong zhi men wai xiao jie, Dong cheng District,Beijing100027, P. R. China at or before 9:30 am (Beijing Time) on September 21, 2022. Any bid beyond the required time and date shall be subject for rejection.

5．开标时间：定于2022年9月21日9:30时（北京时间）开标。

   Bid-opening place time: Bids will be opened at 9:30 a.m (Beijing time) on  September 21, 2022.
