货物名称：陵水25-1气田开发工程项目水下阀门和试验环，数量：水下闸阀9台套，及16件试验环

主要规格：阀门尺寸：5-1/8”，4-1/16”，2-1/16”；压力等级：7500psi；材料等级：HH Clad inconel625 on wetted areas；试验环尺寸：OD 168.3mm/OD 114.3mm，WT 18.3mm/8.6mm+3mm INCONEL 625；材质：API 5L PSL2 X65 SMLS or same grade +inconel 625.

项目概况：陵水25-1区块的开发涉及到的4个探井井区，分别是LS25-1-1井区、LS25-1w-1井区、LS25-1-5井区和LS25-1w-2井区。陵水25-1气田水下设3个钻井中心，需新建南、北、东三个管汇，其中 A1~A7 共 7 口井接入南管汇，A8~A10共3口井接入北管汇，A11~A12共2口井接入东管汇。三处管汇初步海图水深如下：南管汇水深约960.5m，北管汇水深约895.9m，东管汇水深约905.9m。

交货期：

国内交货要求：16件试验环于2023年7月29日前到货天津库房；9台套水下闸阀于2023年9月29日前到货天津库房。

国外交货要求：试验环于2023年6月1日前发运CIF天津港或2023年7月15日前发运CIP天津机场；水下阀门于2023年8月1日前发运CIF天津港或2023年9月15日前发运CIP天津机场。

延期超过4周，其投标将被拒绝。

2.资格标准： 

 

业绩描述：2012年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应具有至少2个水深不少于1000米的永久水下设施项目的水下闸阀的供货业绩，且业绩合同中至少需要包含2个2-1/16"，和2个4-1/16"或2个5-1/8"或1个4-1/16”和1个5-1/8"的闸阀，压力等级不小于7500psi技术要求。

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货接收证明文件。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、阀门类型、尺寸、压力等级、应用水深及到货接收证明。

未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称、阀门类型、尺寸、压力等级、应用水深及到货接收证明的，均视为无效业绩。

投标人所投阀门品牌为国内品牌或国外品牌在国内生产的，不接受代理商参与投标；投标人所投阀门品牌为国外品牌的非国内生产的，可接受代理商参与投标。

A. 如果投标人为代理商，投标人应得到货物制造商同意其在中国提供该货物的合法正式授权；货物制造商不能将授权提供给两家或以上的代理商同时参与投标，否则相关的所有投标将被拒绝。

B. 投标人以自己制造的货物参与投标的，不能再将此货物同时授权给其他投标人参与投标，否则相关的所有投标将被拒绝；

C. 投标人将被授权的货物再授权给其他投标人同时参与投标，相关的所有投标将被拒绝。

D. 制造商全资的销售公司或控股的销售公司参与投标的，此两类销售公司视为制造商。如为全资的销售公司或控股的销售公司，需提供相应的证明文件。

 

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

Project: Lingshui 25-1 Gas field development project

1.   CNCCC International Tendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalf of COOEC China Limited (hereinafter called "Purchaser") invites sealed bids from eligible bidders for the supply of following equipment:

Name of Goods: Lingshui 25-1 Gas field development project TIE-IN FLANGE（API）,Q’ty:  Subsea Gate Valves 9 sets, and Test Ring 16 pieces.

Technical Parameters: 

Valve Size：5-1/8”，4-1/16”，2-1/16”；Pressure Rating：7500psi；Material Class：HH Clad inconel625 on wetted areas；

Test Ring Size：OD 168.3mm/OD 114.3mm，WT 18.3mm/8.6mm+3mm INCONEL 625；Material：API 5L PSL2 X65 SMLS or same grade +inconel 625.

Project Description: The development of Lingshui 25-1 block involves four exploration Wells: LS25-1 block, LS25-1W-1 block, LS25-1-5 block and LS25-1W-2 block.  There are three drilling centers under water in Lingshui 25-1 gas field, which need to build three new manifold-south, north and east. Seven Wells FROM A1 to A7 are connected to the south manifold, three Wells from A8 to A10 are connected to the north manifold, and two Wells from A11 to A12 are connected to the east manifold.  The preliminary water depth of the three manifolds is as follows: the water depth of the south manifold is about 960.5m, the water depth of the north manifold is about 895.9m, and the water depth of the east manifold is about 905.9m. 

 

Delivery Schedule:

For goods within the PRC customs territory：1. For Valves: On or before 29th Sep., 2023 (arrival date to the Project Yard); 2. For Test Rings: On or before 29th July, 2023 (arrival date to the Project Yard). 

 

For goods outside the PRC customs territory: 1. For Test Rings: On or before 1st June, 2023 (deliver date to CIF Tianjin Seaport) or On or before 15th July, 2023 (deliver date to CIP Tianjin Airport);  2. For Subsea Gate Valves: On or before 1st Aug., 2023 (deliver date to CIF Tianjin Seaport) or On or before 15th Sep., 2023 (deliver date to CIP Tianjin Airport). 

If the delay exceeds 4 weeks, its bid will be rejected.

2. Qualification Requirements:

 

From Jan. 1st, 2012 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder shall have at least 2 permanent subsea facilities projects (with water depth over 1000 meters) subsea gate valvessupply performance(including two subsea gate valve with size 2-1/16", and two subsea gate valve with size 4-1/16" or two subsea gate valve 5-1/8" or one 4-1/16" and one 5-1/8")  of, and all meet the technical requirements of pressure rating no less than 7500psi.

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods . The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing Contract, Name of  Manufacturer, Name of Goods, Name of Project, technical requirements of ValveType, Size, Pressure Rating,Water Depth and Receiving certificate of arrival of goods.

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate  Date of signing Contract, Name of  Manufacturer, Name of Goods, Name of Project, technical requirements of Valve Type, Size, Pressure Rating,Water Depth and Receiving certificate of arrival of goods, the relevant reference will be deemed invalid.

 Agents are not allowed to participate in the bidding if the flange brand of the bidder is a domestic brand or a foreign brand produced in China.  If the French brand selected by the bidder is a foreign brand and not produced in China, agents can be accepted to participate in the bidding.  

A. If the bidder is an agent, the bidder shall obtain legal and formal authorization from the goods manufacturer to provide the goods in China;  The goods manufacturer cannot offer the authorization to two or more agents to participate in the bidding at the same time, otherwise all the related bidding will be rejected.  

B. If the bidder uses the goods manufactured by himself or herself to participate in the bidding, he or she shall not authorize the goods to other bidders at the same time, otherwise all relevant bids will be rejected;  

C. The bidder will sub-license the authorized goods to other bidders at the same time to participate in the bidding, and all relevant bidding will be rejected.  

D. If a wholly owned sales company or a holding sales company of the manufacturer participates in the bidding, such two sales companies shall be regarded as the manufacturer.  If it is a wholly-owned sales company or a holding sales company, relevant supporting documents shall be provided.
