1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海油能源发展股份有限公司委托，邀请合格投标人就陆丰12-3油田FPSO项目的下列全新货物和有关服务进行国际公开招标，现邀请投标人对下列货物和服务提交密封投标：

交货地点：
中华人民共和国关境外提供的货物：CIF中国主要港口（候选地点：大连、青岛、烟台、上海或南通）。
中华人民共和国关境内提供的货物：招标人指定地点（候选地点：大连、青岛、烟台、上海或南通）。
FPSO船体的施工现场确定后，公司将书面通知投标人。
交货期：
中华人民共和国关境外提供的货物：供应商应在中标通知书发出后30周内从所在地主要港口装运货物。
中华人民共和国关境内提供的货物：在中标通知书发出后30周内到达招标人指定地点。
2．资格要求：
1) 资质要求：
A. 关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证或三证合一营业执照等。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。
B. 代理商要求：如果投标人是代理商，则投标人应获得货物制造商的正式授权以及证明其在本次投标中唯一提供该货物的正式授权书；代理商应获得制造商签字盖章的保证，承诺制造商将承担货物的质量责任,包括设计、制造、生产和完成调试。
C. 阀门遥控系统和液位遥测系统可在海上环境下运行，投标人应自费安排检验，并从COOOSO授权的ABS认证机构获得整套设备的最终证书。本FPSO入ABS和CCS双船级，阀门遥控系统和液位遥测系统应通过ABS认证，在交货时船级社颁发的证书应一起提供给招标人。
2) 业绩要求：
投标人提供的阀门遥控系统和液位遥测系统应为成熟产品，不接受新试制产品。自2002年1月1日起至投标截止日（合同签署时间），投标人应至少分别具有两套在FPSO或类似浮式装置上的阀门遥控系统（包括阀门、阀门执行器等主要部件）和液位遥测系统成功应用业绩。
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含合同封面和签字页，阀门遥控系统和液位遥测系统相关的技术附件）和用户签字的成功运行证明文件或用户签发的临时接受证书或第三方船级社签字的调试记录报告。
3.有兴趣的合格投标人可通过以下方式获取招标文件：从2021年8月24日开始至2021年8月31日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。本招标文件每套售价为2000元人民币或300美元，售后不退。如未在系统中领购招标文件，不可参加投标。另外，本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布，投标人还需要在机电产品招标投标电子交易平台（http://www.chinabidding.com/）注册成功并通过平台审核。
4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2021年9月14日10:00时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦一楼大厅，在此时间后收到的投标文件恕不接受。
5.开标时间：定于2021年9月14日10:00时（北京时间）开标。开标地点：北京市东城区东直门外小街6号海油大厦4层会议室。
6．本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。
7.投标人在投标前需在机电产品招标投标电子交易平台上完成注册。评标结果将在机电产品招标投标电子交易平台公示。

1) Cargo system remote valve of butterfly type material requirement: Body: cast steel coated abrasion resistant pure epoxy (or better material); Seat: suitable Teflon for crude oil; 2) Ballast System Valve material requirement: Body: ductile cast iron/cast steel with abrasion resistant pure epoxy (at least)，The thickness of coated epoxy should be not less than 200μm; 3) Material of the sea water lift system remote control valve and draft remote control valve shall to be NiAlBr or SDSS (super duplex stainless steel) or better. |

Place of delivery：
For goods offered from outside PRC customs territory:CIF main Port of China，such as Dalian, Qingdao, Yantai, Shanghai and Nantong.
For goods offered from within PRC customs territory:Arrive at the place designated by the bid inviting party (candidate place: Dalian, Qingdao, Yantai, Shanghai and Nantong) .
After the construction site of the FPSO HULL is /confirm/ied, Company will inform the Bidder in writing.
Delivery schedule：
For goods offered from outside PRC customs territory:The supplier shall ship the goods from the main port within 30 weeks after the issuance of the letter of acceptance.
For goods offered from within PRC customs territory:Arrive at the place within 30 weeks after the issuance of the letter of acceptance.
2. Bidder Qualification requirements:
1) Qualification requirement:
A.The bidder within the customs territory shall provide valid business license, organization code certificate, tax registration certificate or three in one business license, etc. The bidder outside the customs territory shall provide valid independent legal person certificate. To prove that the bidder has independent legal personality.
B.Agent requirements: If the Remote Control Valve System and Level Remote Gauging System offered by the bidder is not made by the bidder itself , the bidder shall obtain the consent of the manufacturer of the goods and the formal authorization to prove that he is the only one to provide the goods in this bidding. The Agent must obtain Authorization Letter, as well as letter of guarantee of the seawater lift pumps manufacturer with signature and stamp to commit the manufacture will undertake responsibility for quality of the seawater lift pumps, include design, manufacture, production and successful commissioning.
C.Remote Control Valve System and Level Remote Gauging System sets can run in the offshore environment, and the SUPPLIER shall at his own cost arrange inspection and obtain final certificate of the package from the ABS certifying agency authorized by COOOSO. The FPSO is ABS and CCS double class. Remote Control Valve System and Level Remote Gauging System sets shall be certified by ABS. The effective type certificate and product certificate issued by the certifying / classifying agency shall be provided to the purchaser at the time of delivery.
2) Performance requirements:
The Valve Remote Control and Level Remote Gauging System sets shall be the standard(mature) product of the SUPPLIER, and prototype equipment shall not be acceptable . From January 1, 2010 to the deadline of bidding(Contract Award Date), the Bidder shall respectively have two or more sets of Valve Remote Control System(including valve, valve actuator and main components) and Level Remote Gauging System project performance, and have successfully operated on FPSO or similar floating facilities.
The bidder shall submit the performance table in the prescribed format and relevant performance supporting documents. Performance certification documents include but are not limited to: copy of sales contract (including contract cover and signature page, description page of supply scope / scope of work and technical accessories related to crude oil main engine and auxiliary equipment, main technical parameters page, etc., with the original for reference), certificate of successful operation signed by the user or temporary acceptance certificate issued by the user or commissioning record report signed by the third party classification society. Performance without supporting materials is invalid performance.
3. All those who are willing to participate in the bids are kindly requested to :enter into website http://buy.cnooc.com.cn to purchase the bidding documents (electronic edition) on line from August 24, 2021 to August 31, 2021 upon non-refundable payment of RMB2000 or USD300 for each copy. First login must be registered(free of charge), after successful registration, you can buy the bidding documents. The purchase process must be fully online, and offline remittance will not be accepted. After successful payment of the bid fee, the bidder can download the bidding documents by himself. The bid fee will not be refunded after successful payment. If you do not purchase the bidding documents in the system, you may not participate in the bidding. In addition, The tender notice is also issued on the Electronic transaction platform for mechanical and electrical products tendering and bidding (http://www.chinabidding.com), the bidder need to succeed in the Electronic transaction platform (http://www.chinabidding.com/) registered and through the platform review.

6. The Invitation for Bids is issued on the website of www.chinabidding.com simultaneously.
7. The bidder needs to register before the tender on www.chinabidding.com. And the evaluation results will be released on www.chinabidding.com.
