1.中化建国际招标有限责任公司（以下简称：招标代理机构）受中海石油（中国）有限公司深圳分公司（以下简称：招标人）委托，现邀请投标人对下列货物和服务提交密封投标：

本次招标允许代理商投标 。

 

项目概况：流花11-1/4-1油田二次开发项目涉及正在生产的流花11-1油田、流花4-1油田，以及新开发的流花11-1油田三井区。流花11-1油田与流花4-1油田所产物流经桥接管汇与流花11-1油田三井区所产物流在新建导管架预处理平台（LH11-1DPP）汇集，进行预处理后通过10”软管输送到新建圆筒型FPSO处理成合格原油、储存、外输。本次采购的多相流量计将安装在流花11-1DPP平台。

★橇整体尺寸及重量：MFM-1310：橇整体尺寸不超过3.5米（长）x2.0米（宽）x4.5米（高），重量不超过4吨；MFM-1320整体尺寸不超过5.0米（长）x2.9米（宽）x4.5米（高），重量不超过7吨。

 2.资格和业绩要求：

(1)   资格要求及证明文件

★具有独立订立合同的权利和履行合同的能力，依法取得营业执照，营业执照处于有效期，营业执照、税务登记证、组织机构代码证三证齐全的法人或三证齐全的其他组织，投标人须提交上述文件。如果投标人为境外注册公司，需提供有效的公司登记注册证明。

 

★制造商具备有效的ISO质量管理体系认证证书；在国家相关部门和行业的监督检查中没有不良记录；投标人与招标人及其关联单位无不良合作记录。

 

★多相流量计需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。供应商应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，LR, DNV.GL，CCS，BV）对多相流量计整体进行检验并获得检验证书。

★如果投标人是代理商，须提供专业厂家正式代理授权书。

 

 (2) ★业绩要求：

投标人必须是多相流量计的专业生产厂家或其正式授权的代理商。投标人提供的多相流量计必须是标准和成熟产品，不接受未经应用的试验原型设备。投标人提供的多相流量计应具备不少于2套应用于石油天然气行业且成功投用时间不晚于2019年11月15日的业绩，该业绩设备的计量管段文丘里的尺寸不小于4寸。不接受未经应用的试验原型设备。

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：

l  销售合同复印件（含封面和签字页，供货范围、P&ID图纸、关键技术参数相关页）和

l  由最终用户签字的成功运行证明文件或最终用户签发的临时接受证书或由第三方船级社签字的调试记录报告。

投标人所提交的业绩证明文件必须至少体现以下内容：货物名称、供货数量、使用环境、计量管段尺寸、成功运行时间。如投标人提供调试报告，则以明确标明的成功运行开始时间或以调试报告签署时间为准。

3. 有兴趣的合格投标人可通过以下方式获取招标文件：

从2021年10月22日开始至2021年10月29日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn/cbjyweb/）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，收款行名称：Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch收款人账号0200000709117000351，收款行SWIFT CODE: ICBKCNBJBJM，收款行地址：No. 237 Wang fu jing Street, Dongcheng District, Beijing, ChinaPR: 100006），售后不退。未在本系统领购招标文件，不得参加投标。

5. 开标时间：定于2021年11月15日09:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。

Projectoverview: The secondary development project of Liuhua 11-1/4-1 oilfield involves Liuhua 11-1 oilfield and Liuhua 4-1 oilfield, which are in production, as well as the newly developed No. 3 area of Liuhua 11-1 oilfield.

The products of Liuhua 11-1 Oilfield and Liuhua 4-1 Oilfield flow through the pipe manifold of the bridge and the product flow of the No. 3 area of Liuhua 11-1 Oilfield gather in the newly built jacket pretreatment platform (LH11-1DPP). After pretreatment, the products are transported to the newly built cylindrical FPSO through 10 "hose for processing into qualified crude oil, storage and transportation. The Multiphase Flowmeters are installed on Liuhua 11-1DPP platform.

★2. Requirements for Qualification and reference of Bidder:

(1)  Requirements for Qualification of Bidder:

a)    If the bidder is an overseas registered company, it shall provide valid company registration certificate

If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate shall be provided(all documents within the validity period);

b)    The manufacturer of the Bid Goods shall pass Quality Management System Certification (such as ISO 9001), and the Bidder shall provide valid Certificate of Quality Management System Certification.

c)    The Supplier shall provide product certificate from one of the authorized certifying agents (ABS, LR, DNV, BV or CCS) recognized by China Offshore Oil Operation Safety Office for Multiphase Flowmeter.

 

(2)  Requirement for Bidder_EpSingleQuotes_s reference:

The SUPPLIER must be a professional manufacturer of multiphase flowmeter or its agent. Supplier_EpSingleQuotes_s multiphase flowmeter shall have been proven performance for no less than two sets in the oil and gas industry, Petrochemical industry, operation for no less than two years (The dimension in venturi of metering pipe section shall not be less than 4 inches, the successful operation time shall not be later than Nov.15th, 2019), unused prototype equipment shall not be acceptable.

The Supplier shall submit the Reference List in given form, and provide corresponding documentary evidence, which include as follows:

1)    Copies of Sales Contract (including Contract front page, signature page, scope of supply, key technical parameters related pages);

and

2)    A certificate notice signed by End user to Verify its successful run and/or temporary acceptance certificate signed by End user and/or  commissioning report signed by a third party classification society.

The corresponding documentary evidence submitted by the Bidder shall at least demonstrate the content show as follows: name of the goods, the quantity supplied, max flow, the successful running time.
